Region 16 Oregon State Coordinator
Level E Administrator
260 day calendar


This position focuses on consultation and collaboration across many agencies including, the Oregon Association of Education Service Districts (OAESD), Oregon Department of Education (ODE), and the US Department of Education. This position serves Region 16 which is a consortium with the states of Oregon, Alaska and Washington. You will foster relationships between these entities with the purposes of providing high quality, intensive, capacity building services to state departments of education; promoting effective instruction in classrooms and schools; and providing families and students with access and opportunities for a high-quality education that meets their individual needs. As a co-facilitator on the development and implementation of Oregon’s Annual Service Plan, this role will have impact on the professional development and technical assistance services that leverage and expand work being done by ESDs in Oregon and, as appropriate, across Region 16.


1. TSPC Professional Administrator License required.
2. Master’s degree - in applicable field.
3. At least 3 years of successful experience in the field of education; administrative experience preferred.
4. Demonstrated experience of excellent interpersonal communication and public relations skills.
5. Demonstrated ability to work as an integrated team member, capable of functioning positively with stakeholders and partner.
6. Working knowledge of Oregon’s system of ESDs, K-12 school districts and the Department of Education.
7. Demonstrated ability to plan, implement, monitor, evaluate and report project initiatives, grants and contracts.
8. Demonstrated ability to develop, conduct and evaluation training and technical assistance services.
9. Demonstrated ability to work with culturally diverse groups.
10. Such alternatives to the above qualifications as may be appropriate and acceptable.


OAESD Deputy Executive Director


This position has the following expectations and prerequisite abilities.

1. Maintain a high level of confidentiality in accordance with HIPAA, FERPA and adherence to the competent and ethical educator practices.
2. Maintain compliance with state and federal laws governing all aspects of our agency including ORSs, OARs, IDEA, FOIA, and CIPA.
3. Promotion of equity and diversity in all settings and understanding and commitment to anti-racist principles.
4. Ability to work independently, prioritizing tasks to meet deadlines while maintaining a high level of accuracy.
5. Demonstrates flexibility and a professional disposition in working with co-workers, Association partners, and the public.
6. Demonstrates exceptional skills in building and maintaining a positive culture, consensus building, and effective and efficient team facilitation.
7. Present self and LBL in a professional manner including maintaining professional dress standards.
8. Provide own transportation to numerous settings within a flexible work schedule that may include evenings and occasional overnight stays.
9. Ability to lift, carry or transport up to 25 lbs.
10. Ability to sit for extended periods of time in a vehicle or work setting.
11. Utilize teleservice platform to provide services to educators, students and district staff as directed.
12. Conduct oneself in accordance with the Standards for Competent and Ethical Performance of Oregon Educators.

1. Oversee the development and implementation of the R16CC Oregon Annual Service Plan.
2. Prepare, administer, and monitor annual budgets for the Oregon Annual Service Plan.
3. Prepare and evaluate criteria for contracts associated with the Oregon Annual Service Plan activities and projects in accordance with state bidding and procurement requirements.
4. Oversee assistance provided ODE in the implementation of the Oregon Annual Service Plan.
5. Maintain quality, fidelity, intensity, and consistency in delivery of services described in the Oregon Annual Service Plan.
6. Assist with the performance evaluation of the Oregon Annual Service Plan.
7. Maintain regular communication with ODE Senior Staff regarding the goals and objectives of the Oregon Annual Service Plan.
8. Collaborate with ODE, the R16CC Director, and other State Directors, to monitor and coordinate multi-state professional development, activities, and technical assistance work.
9. Provide communication between ODE and ESDs regarding the coordination of Oregon Annual Service Plan activities with existing regional initiatives and contracts involving multiple ESDs.
10. Act as the R16CC liaison with ODE, education service districts and other in-state professional education associations.
11. Support participation by ODE, R16CC personnel and ESDs in learning opportunities provided by the National Comprehensive Center.
12. Other duties as assigned by the OAESD Executive Director and/or Program Cabinet.

Salary and Benefit Information
Salary and benefit information shown are based on full-time employment (1.0 FTE) based on the current school year
Placement on the Linn Benton Lincoln ESD salary schedule will be commensurate with applicant’s qualifications, relevant training, and experience
Linn Benton Lincoln ESD will provide an Insurance CAP to assist with health, dental and vision insurance premiums
