JOB SUMMARY
Position assists the building principal with developing, implementing and maintaining an exemplary high school student education program in conjunction with federal and state requirements and the district’s mission, goals and specific program requirements. Helps supervise and manage all aspects of a high school including business/fiscal, student instruction, employee assignments and job performance, extracurricular activities including athletic/sports events and buildings and grounds maintenance. Assists with long-range, strategic planning for the program including staff development, replacing/upgrading equipment and instructional materials and building/grounds preventive maintenance. Also responsible for oversight of the high school’s athletic program.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties of this position include the following tasks.  Employees in this position perform some or all of the following tasks.  Other duties may be assigned at any time.
Organizes, develops, implements and supervises exemplary interscholastic and co-curricular athletic and sports activity programs at district’s high schools. Engages in long-range, strategic planning for the program based upon the district’s mission, goals and specific requirements for the program. Identifies, evaluates and, as approved, implements program changes for enhanced program services and activities.
With Business Services, makes recommendations for the annual program budget. Administers the annual program budget. Maintains all records required by law and district policies and procedures. Under principal’s supervision, writes specifications for purchases, including quotes, proposals and bids, for supplies, equipment and other goods and services for the program. Follows all district purchasing procedures and requirements.
Makes hiring recommendations for qualified individuals who meet the needs of the athletic program.  With principals, establishes methods, procedures and standards for job performance for each employee in the program. Trains and supervises program employees.
Develops and recommends policies, rules and regulations for program operations in accordance with applicable city, county, state and/or federal guidelines, regulations and laws. Enforces adopted policies, rules and regulations.
Maintains required records and ensures accuracy and necessary content as required by federal and state laws and regulations and district policies and procedures.
Develops and maintains effective working relationships with coaches, building principals, teachers and other staff members regarding the program.
Regularly uses oral, written and electronic communications to coaches, students, parents, senior staff, administrators and other staff members regarding program goals and activities.
Presents athletic program issues and concerns to principal, senior staff and the superintendent for review and resolution.
Demonstrates knowledge and skill in applying conflict management and dispute resolution techniques.
Regularly evaluates program functions, activities and service delivery methods. Conducts surveys and/or other activities to determine levels of customer/user satisfaction.
Responsible for ensuring the school’s athletic teams comply with applicable OSAA requirements.
Responsible for ensuring compliance with Title IX standards and requirements;
Keeps abreast of trends and best practices and their potential impacts upon school programs, activities and operations. Maintains professional relationships with colleagues and participates in professional development activities which enhance the school’s programs and activities.
Acts as liaison between principals, vice principals, coaches, officials, and the Bureau of Parks and Recreations.
Ensures all coaches have and maintain proper certification and receive necessary training (firs aid, ASEP, bloodborne pathogens, etc.)
Ensures all students are eligible to participate in district’s programs. Files any required OSAA reports.
Makes recommendations regarding annual coaching assignments, proposed new facilities, and modifications of existing facilities.
Serve as the initial point of contact for parents regarding athletic matters and concerns.
Supervises the head coaches’ management of equipment, facilities and supplies.
Arranges for the availability of equipment necessary for the administration of athletic contests. Secures officials for all home contests, recruits personnel necessary for managing various games and meets, and ensures payment for official and other personnel.
Coordinates with physical education personnel in matters of sharing facilities, resources, and equipment. Assists principals in scheduling school athletic facilities for out-of-school groups. Establishes practice schedules reflecting multi-use of facilities (non-athletic as well as athletic use of facilities).
Works with the league athletic directors and principals in the scheduling of inter-scholastic athletic contests.
Ensures established procedures in regard to safety, accident reports, and insurance, are consistently followed by all athletic coaches and assistant coaches.
Ensures all coaches and assistant coaches consistently apply and enforce all league, OSAA and school policies and regulations concerning the sport and student participation.
Supports the principal in all aspects of managing a high school, including but not limited to; supporting long-range, strategic planning for the program based upon federal and state requirements, student discipline, and supervising and regularly evaluating school employees including licensed and classified personnel.
Demonstrates knowledge and understanding of all district policies and procedures.
Maintains consistent, daily and punctual attendance.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES 
Non-essential duties of this position include the following tasks. Employees in this position perform some or all of these tasks. Other duties may be assigned at any time.
Applies for available and applicable grants.  Maintains all required records related to an awarded grant.
Works with colleges and university student teacher practicum programs.
Presents at local, state or national conferences, serves on task forces and hosts educator delegations.
Encourages vigorous and sound instructional research by teachers and other staff members.
Assumes classroom teacher duties when necessary.
Operates various office equipment including audio visual equipment/devices, telephones and photocopy machines.
Attends in-service trainings, staff meetings and other meetings as assigned. Attends professional growth activities related to job responsibilities.
Provides staff development activities for staff during in-service meetings.
Serves on building and district committees and councils as assigned.
Supervises students on school grounds, on field trips and at various school functions.
Reports issues to the principal and the appropriate school and civil authorities including safety, sanitary and fire hazards, vandalism, thefts and errant wildlife.

OTHER REQUIREMENTS
Consistently follows all applicable federal and state laws and all district policies, rules and supervisor directions.
Observes ergonomics of sedentary office work including placement of computers and monitors, and sitting alignment.
Observes proper lifting techniques and other strategies to avoid accidents and personal injury while performing job duties.
Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES
All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.

QUALIFICATIONS

Education and/or Experience: A Master’s degree in Education or related field is required. A Doctorate is preferred.  A valid Oregon administrator license is required.  A minimum of five years of successful teaching and a minimum of three years of administrative experience are required. Employee evaluation and discipline is required. Experience with opening and operating a new or remodeled school building is preferred.

Ability to respond to common inquiries or complaints from students, parents, staff, regulatory agencies, vendors and members of the community. Ability to read and interpret documents including governmental regulations, safety rules and operating and maintenance instructions/ instruction manuals. Ability to prepare routine reports and correspondence with high degrees of accuracy and professionalism.
Mathematical Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to calculate rates, ratios, percentages and proportions. Ability to read and interpret various charts, bar graphs and similar visual data depictions.
Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in oral, schedule or diagram form.  Ability to deal with problems involving more than one variable.
Computer Skills: Ability to effectively use office computers and internet access for email, research, word processing, database manipulation, visual presentations and general web-based applications.
Other Skills and Abilities: Ability to exercise good judgment and work effectively in a dynamic environment. Ability to regularly work flexible hours.
Certificates, Licenses, Registrations: A valid Oregon Driver’s License is required. Valid First Aid and CPR cards are required.  Must have or able to obtain various certificates, licenses and/or registrations as required by federal, state or local law(s) and/or determined by the district.

The work environment is a standard school office, gym, lunchroom/cafeteria and athletic field/track settings. The noise level of the work environment is usually low to moderate, but occasionally high depending upon the location, the student population and current activities. The employee occasionally will be required to supervise students. The employee is occasionally exposed to wet or humid conditions and outdoor weather conditions, including seasonal heat and cold. The employee may occasionally be exposed to contagious diseases, bodily fluids, blood-borne pathogens, cleaning agents, hazardous chemicals and fumes.

The employee may occasionally implement crisis prevention/intervention protocols which involve risk of personal injury from students.
