Important Position Information:
This position is housed within the Early Learning Division (ELD) Research and Policy team. ELD is a division of the Oregon Department of Education. Its mission is to support all of Oregon’s young children and families to learn and thrive. ELD values equity, dedication, integrity, and collective wisdom making a positive impact to benefit Oregon’s children and families.
The Policy, Legislative, and Research Team is collaborative and team-oriented. The nature of the work requires flexibility and adaptability to respond to urgent needs of the division, assisting colleagues and external partners. This often means being able to pivot quickly from one task to another, with rapid turnaround times for projects.
This is a Permanent, Full-Time position represented by the Service Employees International Union (SEIU).
Overview of what you will do:
The purpose of the Child Care Policy Research Analyst is to collect, analyze and report on data related to child care and the child care system in Oregon, in order to support ELD reporting and policy-making. The person in this position will have a direct role in gathering and organizing data that will be used to inform policies that impact children, families, and the child care system and be working as part of a research team working to support data-driven decision making. In addition to holding a direct role in gathering research, they will also conduct research and data analysis in response to research questions identified by the ELD leadership and the ELD Child Care Policy team.
In this role, you will gather, analyze and organize data for reporting related to the Child Care and Development Fund (CCDF) and work closely with the state CCDF Administrator to support CCDF reporting activities. You will be responsible for working with agency and non-agency partners to gather information and receive data, provide consultation and respond to requests for data related to child care in Oregon.
What your responsibilities could look like (At-a-glance):
Become an innovator and creative problem solver. Identifying ways to increase access to child care, creating, using, and compiling data that will help families understand what resources are available and also gauge the impact of these policies.
Engage as an active participant, collaborator, and consultant. Partnering with external research teams, community-based organizations, education leaders, and agency team members to extract data, compile data, glean insights, and evaluate current practices and tools for efficiency and equity and inclusion standards.
Act as a data steward, policy evaluator, and project manager. Working autonomously and collaboratively, extracting data, cleaning data, analyzing compliance data. Using quantitative and qualitative assessments, researching and applying knowledge and understanding of policy, statutes, and legislative priorities to projects and bodies of work.
Utilizing statistical analysis and statistical software to support initiatives and programs that benefit the families and communities of Oregon. Providing a focus on statistical analysis, scrubbing and cleaning data, transitioning data to charts and graphs, providing progression analysis, and presenting findings in a clear and concise way.
Developing strong working relationships inside and outside of the agency. In an effort to contribute to a positive, respectful, and productive work atmosphere. Through actions and words, you would demonstrate integrity, work ethic, and empathy to positively influence team members. As well as consistently treat customers, stakeholders, and co-workers with dignity and respect.

Minimum Qualifications:
A Bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures;
OR
Three years experience as a research assistant comparable to the work of a Research Analyst 1; or two years experience using computer applications to help gather, compile, analyze, and report information and statistical data.
In addition to the above experience requirements, some positions require one or more of the following: (Depending on the position, the amount of education will vary and be decided by the appointing authority at the time of recruitment.) College-level course work in elementary statistical or quantitative analysis methods and procedures.
Candidates who are the most competitive will possess the following skills, knowledge and experience:
Familiarity with using statistical software (e.g., R, Python, SPSS) for data management and analysis, data management experience (i.e., scrubbing, cleaning, organizing), visualizing data as tables, charts, and graphs, experience producing written and oral summaries of data, experience with quantitative and qualitative data analysis, experience with project and task management.
Experience in data, reporting analysis, and interpretation using research techniques, methods, and procedures that include methods of collecting and compiling statistical data. Including familiarity with statistical software (e.g., R, Python, SPSS).
Experience in technical report writing using effective technical narrative and statistical reports, including presenting findings and conclusions to a diversely skilled audience.
Understanding of various computer concepts and applications such as query and reporting tools, spreadsheet, word processing, database, and statistical or quantitative analysis software.
Understanding of research design, varying use of web-based software, database design.
Experience in survey design forms for gathering and reporting data, conducting surveys to gather and compile data, analyzing results, and reporting results in a logical, clear, and concise manner.
