We are seeking a Healthy Families Oregon Program Manager (Program Analyst 4) with our Program Unit Team in the Early Learning Division.
This is a permanent, full-time position represented by the Service Employees International Union (SEIU).

More about this exciting role:

Healthy Families Oregon (HFO) is a free, voluntary home visiting program offering support and education to families who are expecting or parenting newborns.

As our Healthy Families Oregon Program Specialist, you will coordinate the oversight, evaluation, accreditation, and training of state and local home visiting programs, including Healthy Families Oregon (HFO). And while you will utilize your expertise to administer and implement the program, you will also lead statewide program expansion through the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) grant and the Student Success Act (SSA) grant.

Working actively to ensure every aspect of the program and its policies are infused with racial equity and the equity lens means that consensus-building and collaboration skills are a must. You will also participate as part of a team of experts in evidence-based home visiting models and collaborate and guide work with local partners to bring together the home visiting services into a coordinated system.

What your day could look like as a Healthy Families Oregon Program Manager (at-a-glance)

Collaborating, problem-solving, sharing ideas, and providing well-rounded support to regional Healthy Families Oregon providers.

Being an active facilitator in consensus building, collaboration, and project management with agency partners and stakeholders.

Creating and delivering policy, fiscal, budgetary, contractual, and programmatic recommendations and compilations to ELD management.

Presenting and distilling data and complex information to audiences with varying levels of program experience.

Working alongside a team of professionals providing technical assistance to home visiting service providers, guiding the work using strategic planning, and collaboration.

Monitoring, tracking, collecting data, input, feedback in a highly transparent capacity, ensuring the model meets National Accreditation standards.

Please note the following working conditions:

This position works in an open and often boisterous work environment, frequently working with highly sensitive materials. Requires input and retrieval of information from different computer systems. Requires strong communication skills by telephone, in writing, and in-person. Must complete work with regular interruptions. May require prioritization of heavy volume of work, the pressure of rush jobs, and deadlines which require a high-quality finished product. Requires frequent travel to various offices and sites throughout the state and in the field, some of which is overnight.

What we are looking for!

A Bachelor's Degree Early Child Education, Child Development, Family Support, Public Health, Health Education or another similar field of education; and five years experience coordinating or administering a program

OR;

Any combination of experience or education equivalent to eight years of experience in program coordination or administration related to Early Learning, Child Development, Family Support, Public Health, Health Education or other similar field.

Desired Attributes:

Knowledge of Healthy Families America & Healthy Family Oregon program model and requirements.

Ability and skill in monitoring program budgets, appropriating funds, and ensuring program requirements are met.

Experience in high-volume collaboration and management of programs, initiatives, with sectors that benefit children, families, communities.

Demonstrated skill in program monitoring, evaluation, and recommending or coaching to changes in program implementation and design.

Ability to provide technical assistance to service providers and grantees in the establishment and implementation of programs at the local level.

Experience in data collection, monitoring, progress tracking, and analysis.
