Job Description:

We are currently seeking an Internal Auditor (Internal Auditor 3) to join our management team in the Office of the Director. This position reports to the Audit Committee of the State Board of Education. The Board has responsibility for policy decisions affecting PK-12 through its work with the Department. The Board also adopts rules which impact the Department as well as the entire PK through higher education system.
What you will do!
As the agency’s Internal Auditor you will serve in a role critical to the mission and sound fiduciary process of the Oregon Department of Education. You will use your knowledge of the principles, laws, regulations, and standards of accounting and auditing to assist management in reducing the risks that may impair the achievement of ODE objectives, and you will work to improve the efficiency and effectiveness of the department’s operations.
Typical duties include:
Internal Auditing
• Plan and execute internal audits within the approved audit plan, using professional auditing standards.
• Provide recommendations to reduce risk and /or improve agency operations. Report recommendations to the State Board Internal Audit Committee, the Deputy Superintendent of Public Instruction and the Chief of Staff.
• Apply an anti-racist stance in conducting internal audits.
Risk Assessment
• Assist ODE Management in identifying agency risks resulting from current business practices.
• Facilitate the periodic Agency-wide risk assessment.
• Create risk assessment report for ODE Management and Audit Committee.
Internal Audit Unit Management
• Act as the Chief Audit Executive for the ODE and assure that all audit work complies with professional auditing standards, the ODE Internal Audit Charter, and OAR 125-700.
• Revise and maintain the Internal Audit Charter that governs the agency’s internal audit process. In consultation with the Audit Committee and ODE executive management, develop the internal audit plan for the agency.
Report to the Audit Committee
• Report to the Audit Committee concerning internal audit activities, findings and risk assessments.
• Coordinate Audit Committee quarterly meetings.

This Is What You Need To Qualify
• At least six (6) years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to ODE’s mission; OR
• A Bachelor’s degree in business-related field such as business or public administration, finance, economics, computer science, accounting; AND three (3) years of experience performing professional level auditing, investigations, compliance, policy/program, or work closely related to ODE’s mission
Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:
• Working knowledge of the principles of accounting and auditing
• Working knowledge of the laws, regulations and standards relating to accounting and auditing procedures
• Excellent written and oral communication skills
• Ability to exercise seasoned management and political acumen
• Experience in dealing with complex, sensitive and confidential issues with tact and diplomacy
• Experience working with culturally and individually diverse groups.
• Ability to solicit and value diverse viewpoints.
• The following certifications are preferred: CIA (Certified Internal Auditor), or CPA (Certified Public Accountant)
Additional Information
• *Employees who are Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS; the salary range noted above reflects base salary only.
