Oregon Health Authority administrative rule 333-019-1030 requires that, by October 18, 2021, all teachers and school staff either be fully vaccinated against COVID-19 or have been granted a medical or religious exception. "Fully vaccinated" is defined as the point in time 14 days after receiving all required doses of an approved COVID-19 vaccine (currently two shots of Pfizer or Moderna vaccine, or one shot of Johnson & Johnson vaccine).

JOB DEFINITION:
The Director - Recruitment & Retention leads the dual missions of ensuring that all levels of Bend-La Pine School’s workforce reflect a range of backgrounds and experiences, including ethnic and racial diversity, and ensuring that employees are supported, individually and collectively, in the ongoing development of skills in a welcoming and professional work environment.
In support of the primary recruiting and professional development responsibilities, the Director - Recruitment & Retention collaborates with colleagues on equity strategic priorities, coordinates staff evaluation processes, oversees cultural induction and mentoring systems, and assists in administering Collective Bargaining Agreements, among other duties.
ESSENTIAL JOB FUNCTIONS:
Member of HR Leadership Team assisting in managing HR Department conduct, morale, and culture
Develop multiple strategies, as part of a larger comprehensive plan, to increase the number, quality, and diversity of qualified candidates in applicant pools for all positions posted by the district;
Develop and implement data collection and reporting systems to track the progress of recruiting and retention efforts aligned to district goals and initiatives;
Promote district commitment to a climate of equity and inclusion through interaction with individuals and agencies inside and outside the district;
Liaise and provide Human Resources support to district and site equity teams;
Supervise the district’s cultural induction and mentoring programs;
Collaborate in leading the district’s Alternate Pathways efforts as related to staffing diversity and to “hard-to-fill” teaching and leadership position pipelines, including but not limited to expanding classified staff pathways to licensure and high school student pathway programming;
Build and maintain relationships with universities, colleges, and trades schools who prepare candidates, including those from diverse backgrounds, in order to extend the reach of the district’s hiring efforts;
Coordinate multiple professional development opportunities for leaders, teachers, and staff, emphasizing those that increase cultural awareness and responsiveness, and equitable practices;
Partner with employee associations and district staff to systematically review and revise evaluation practices and processes;
Develop method for collecting data, and analyze that data, regarding employee turnover and its causes, and include mitigating strategies in recruitment/retention comprehensive plan
Assist in oversight of Collective Bargaining Agreement administration, and maintain strong relationships with association leadership;
Partner with outside entities and construct internal systems to support employees, emphasizing efforts to retain and strengthen a sense of community for racially and ethnically diverse employees;
Contribute to the Human Resources Department’s ability to promptly and effectively respond to the need for improvements and changes in practice, including those related to matters of equity and inclusion;
Recommend policy, procedure, and practice improvements that contribute toward district goals and best practices;
Fulfill other related duties as assigned.
WORKING CONDITIONS:
The employee performs under extreme heavy workloads and inflexible deadlines. Requests for assistance often require immediate attention, creating conflicting urgent projects and priorities. Sound judgment is required in stressful situations. The employee needs to be able to lift materials, boxes or equipment weighing up to 30 pounds and/or maneuver up to 50 pounds. This position generally works in an office environment with occasional travel to schools and other locations for meetings.

EDUCATION AND EXPERIENCE:
Required:
Minimum of three years experience in human resources or related field
Preferences:
Fluency in Spanish language

Successful large district leadership experience in a K-12 environment
Current state required administrative license, or the ability to acquire such license
