Due to the COVID-19 Pandemic, this position will start off fully remote with a possibility of returning to a physical office in the future.

*The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.

We have an exciting opportunity for a Learning and Development Specialist (Training and Development Specialist 2) in our Human Resources Office at the Oregon Department of Education. This is a permanent, full-time position in management service.

What you will do!
As our HR Learning and Development Specialist, you are the key person tasked to design, organize, manage, implement, and scale comprehensive learning programs focused on developing our employees.

A day in the life may include:
● Strategize with HR leaders to identify needs, align on goals and objectives, scope requests, and plan delivery of trainings.
● Design training programs and course material the supports the development of our managers. Infuse an Equity, Diversity and Inclusion Lens into all aspects of human resources trainings.
● Deliver virtual training on being part of an interview panel and unconscious bias
● Develop and execute a manager mentorship program and support managers in their development needs
● Support employees and managers in goal setting and performance management.
● Act as an internal consultant to management and HR by developing/sourcing training solutions (instructor-led or online learning) or recommending changes to programs, procedures, or policies to meet team or Office/Division needs.
● Keep informed of new training methods and implement a variety of learning methodologies, techniques, learning tools and practices to ensure the maximum effectiveness of learning and facilitation objectives.
● Evaluate the impact of learning and development programs and recommending enhancements.

What are we looking for?
Candidates with a minimum of five years experience designing and coordinating adult education courses or organizational development strategies. A Bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior or related field may substitute for three years of experience.

Candidates who are the most competitive will possess a compelling combination of the following background, skills, desired attributes and experience:
● Demonstrated experience applying adult learning principles.
● Demonstrated knowledge and experience in applying learning theory and instructional design models and process to develop and deliver high quality and professional learning opportunities.
● Demonstrated excellence in skills of influencing, partnering and relationship building.
● Demonstrated knowledge and experience with eLearning design and development.
● Demonstrated knowledge and experience coordinating or managing projects with excellent attention to detail.
● Ability to infuse equity, diversity, and inclusion into all aspects of training, and ensuring that training programs support an inclusive work environment
● Preference may be given to bilingual candidates.
