Job Description:
We are seeking two Research Analyst 4s for the Multilingual and Migrant Education Team. The working titles for these positions are Senior Researcher for Multilingual and English Learner Education and Senior Researcher for Migrant Education. These are full-time roles and limited duration positions expected to end June 30, 2023; however, both positions may be extended pending funding approval. Limited duration appointments are benefits eligible. These are classified roles represented by Service Employees International Union (SEIU). Due to the COVID-19 Pandemic, this position will start off fully remote with a possibility of returning to a physical office in the future.

What you will do:
These positions are responsible for planning, leading, and managing the development, implementation, and evaluation of major research or complex data analyses pertaining to the federal Title I-C and Title III programs under the Elementary and Secondary Education Act (ESEA), most recently reauthorized as the Every Student Succeeds Act (ESSA). The Senior Researcher for Migrant Education will focus on the Title I-C program, and the Senior Researcher for Multilingual and English Learner Education will focus on the Title III program.

These positions initiate and design research studies and evaluations, establish and ensure data quality, and support Title I-C and Title III reporting requirements, respectively. The primary purpose of these positions is to support ODE and partners throughout the state to leverage data, research, and evidence to support the improvement of educational opportunities and to advance equitable outcomes for Oregon’s migrant and multilingual English Learner students.

The Senior Researchers for Migrant Education and Multilingual and English Learner Education will each play an essential role in ensuring that Oregon has the necessary resources and structures established to support our districts, schools, and families in meeting the strengths and needs of our migrant and emergent bilingual students and their families. Both positions will have the opportunity to work with Oregon’s migrant and multilingual communities, Tribes, education partners at the national and local level, and community partners to design equitable opportunities for Oregon’s migrant and emergent bilingual students. A day in the life:
• Design rigorous analyses in support of migrant education and multilingual / English Learner education program reporting requirements and mixed methods applied research and evaluation projects
• Plan and manage complex analytical or statistical research projects supporting the multilingual and migrant education programs
• Develop, plan, and execute data collections and related state and federal reports pertaining to the multilingual and migrant education programs, including data ownership and project management
• Confer with policymakers, members of the Multilingual and Migrant Education Team, executive level management, education and community partners, business groups, legislative bodies, associations, unions, news media, and state and local officials regarding current data, trends, projections, or impact of
existing or proposed studies pertaining to the multilingual and migrant education programs

What are we looking for?

A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.

Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:

• Knowledge and experience with equitable data management and use and culturally responsive and equitable evaluation methods
• Proficiency in Excel, Word, SQL, and statistical software such as Stata, R, or similar products. Experience with Tableau is beneficial
• Demonstrated community engagement skills, including collaborative research methods engaging educators, community-based organizations, students, and families
• Strong project management skills and experience scoping and directing large scale projects and/or project tasks
• Experience with both qualitative and quantitative research methodologies and multiple modes of data presentation to communicate to diverse audiences
• Ability to take broad concepts and convert them to guidance and direction
• Content expertise in migrant education or a related field of study (for Senior Researcher for Migrant Education)
• Content expertise in multilingual education, dual language programs, language policy, linguistics, and/or English language development (for Senior Researcher for Multilingual and English Learner Education)
• A foundational understanding of federal laws related to migrant and English learner education
