FLSA Status: Exempt

Compensation: Administrator Salary Schedule | $121,323.00 - $128,713.56

FTE: 1.0 - 230 days per year

Start Date: 7/1/22

The Director of Early Intervention/Early Childhood Special Education at NWRESD leads multiple programs and supports a variety of programs at multiple sites. The Director provides leadership, supervision, guidance, and support to programs that serve twenty districts across four counties.

The Director of Early Intervention/Early Childhood Special Education is an anti-racist department-wide leader responsible for program vision,administration, standards, monitoring, accountability, and reporting within the mission and vision of the NWRESD. As a leader, the Director will ensure high levels of collaboration amongst and between department programs, effectively communicate with staff, family, community and school district stakeholders, and ensure program resources and improvement efforts are aligned to meet the commitments established in the Board-adopted Strategic Plan.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Master’s Degree in Education Leadership or related field; or combination of education and/ or equivalent training and/or professional experience in curriculum design, instructional delivery, education, or a related field.

Valid Oregon Administrative License required OR willingness to obtain license.

Minimum of 5 (five) years successful experience managing people, programs, and services in the field of education. Early childhood education experience preferred.

Atleast 3 years of successful administrative experience is preferred.

Extensive knowledge of best and developing trends, policies, and practices of teaching and learning related to implementing Individual Family Service Plans (IFSP), laws and IDEA regulations, and supporting young learners and their families.

ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the following tasks. Other Duties may be assigned. The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.

Lead and oversee multiple programs Department, including preschool, Head Start, and ESD specific programs.

Directly supervise, evaluate, and support program administrators, licensed, and classified staff across multiple teams.

Lead teams to ensure coordination and collaboration efforts across all sites and locations to ensure consistency.

Lead cross-department projects to deliver services to our 20 districts.

Oversee all aspects of the budget for supervised programs to ensure fiscal integrity and alignment with the NWRESD strategic goals and priorities.

Serve on the Senior Leadership Team with the Executive Director to set vision for the department and continuous improvement planning for services to our 20 districts based on stakeholder input and feedback.

Perform other related duties.

On August 19, 2021 Governor Brown ordered all public and private school teachers, educators, support staff, substitutes and volunteers to be vaccinated by October 18, 2021 or six weeks after FDA approval, whichever is later. Since the governor’s announcement, a COVID-19 vaccine (Pfizer-BioNTech) has received regular Food and Drug Administration (FDA) approval meaning October 18, 2021 is confirmed as the mandatory deadline for vaccination. "Fully vaccinated" is defined as 14 days after receiving all required doses of an approved COVID-19 vaccine (currently two shots of Pfizer or Moderna vaccine, or one shot of Johnson & Johnson vaccine).

Starting October 18, 2021, testing will no longer be an option as the alternative to vaccination. All Northwest Regional ESD staff, substitutes, contractors, interns and volunteers will be required to be fully vaccinated against COVID-19 per the August 19, 2021 order from Gov. Kate Brown. All staff members will need to provide proof of COVID-19 vaccination. Exemptions may be made only for eligible medical or religious reasons. There will not be an option to opt out for other reasons or choose testing in lieu of vaccination, under the state mandate. In order to support students and families, the essential functions of this position may require physical presence in the workplace. All public health protocols will be followed.
