Job Title: Journeyman Electrician

FLSA Status: Non-Exempt

Job Summary: The position of Journeyman Electrician is done for the purpose of providing a variety of advanced journey level skilled electrical work in the maintenance, construction and repair of buildings and equipment in trade areas requiring local or state licensing. This is the advanced journey level class. Positions at this level are distinguished from other classes within the maintenance department, by level of responsibility assumed and the complexity of duties assigned, and the requirement of maintaining local or state licensing. Employees in this classification may install new equipment and building services (i.e. electrical circuits, boilers, plumbing, fire and life safety devices, and HVAC controls). Employees perform the most complex maintenance repair work, requiring advanced journey level licensing, in those trades which involve highly technical practices and repair procedures. Some employees may provide occasional and intermittent technical assistance to lower classifications. May serve as mentor in approved apprenticeship program.

Essential Job Functions - may include, but are not limited to, the following:

Perform skilled and complex maintenance, repair, and construction work in electrical trade(i.e. electrical circuits, boilers, plumbing, fire and life safety devices, and HVAC controls,)
May serve as mentor in approved apprenticeship program.
May coordinate and schedule the work of outside contractors.
May install new equipment or building services such as electrical circuits, plumbing, boilers, fire and life safety devices, HVAC controls.
Operate tools, equipment and machinery used in assigned trade area.
Prepare estimates of materials, equipment and labor required for assignments.
Perform maintenance and repair on tools and equipment used in trades work.
Order materials needed; maintain records as necessary using District purchasing rules.
May manage, track, and organize inventory of tools and parts.
Prepare reposts and correspondence as required.
Prepare sketches and read blue prints.
Perform daily maintenance and preventive maintenance of electrical equipment and systems.
Analyze electrical systems for potential energy conservation.
Diagnose, trouble-shoot and repair failed electrical equipment.
Coordinate with contractors for repairs beyond in-house capabilities.
Respond daily to routine operational problems.
Install new circuits and/or equipment, when required.
Program, repair and/or replace variable frequency drives and controls/DDC.
Diagnose, trouble-shoot and repair failed low-voltage systems; fire alarm systems, intercom systems and master clock systems.
Train and participate in the training of maintenance and custodial staff for their acquisition of their LME or LBME license. Maintain accurate records pertaining to the LME and LBME programs.
Inspect maintenance staff work related to electrical systems and take necessary action to achieve improvements in cases where work is not satisfactory.
Perform routine maintenance, repair and inspections of buildings and building equipment electrical systems to operate at optimum level.
Perform quarterly, semi-annual and annual preventive maintenance on electrical systems.
Research replacement parts and/or new equipment to purchase for repair or replacement of equipment, that will be best for the District, financially and for long term use with the best energy use savings.
Keep current with changing regulations of federal, state and local agencies regulating electrical systems.
Maintain accurate and up to date blueprints of all electrical systems in District buildings.
Perform heavy manual labor and general labor tasks. Access equipment on roofs, in attics, in basements, in tunnels, and in tight spaces.
Respond to emergency situations (e.g. facility damage, playground equipment, roof leaks, etc.) for the purpose of resolving immediate safety concerns.
Transport various items (e.g. equipment, supplies, etc.) for the purpose of providing materials at job site as required to complete tasks.
Assist other personnel as may be required for the purpose of supporting them in the completion of their work activities.
Attend internal and external training programs e.g. equipment/safety for the purpose of maintaining skills and adhering to District policy.
Confer with school and department administrators to ensure proper understanding of operational requirements and customer needs.
Establish and maintain effective and cooperative working relationships with vendors and the general public and serve as a resource on issues involving Facilities Services.
Work with risk management staff to ensure building safety, security, emergency response, employee training and effective risk management practices.
Maintain regular and consistent attendance and punctuality. Perform related duties consistent with job description and assignment.
Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work teams.

Qualifications:

Any combination of education, experience, and training that would provide the required knowledge and abilities.

Experience Required: Four years of responsible skilled trades experience;

Skills, Knowledge and/or Abilities Required:

Knowledge of: Principles and practices of electrical trade; materials, tools and equipment used in electrical trade; mathematics, algebra and geometry sufficient to perform all job functions; applicable safety rules, practices, and procedures.

Ability to: Understand the organization and operation of the assigned department and of outside agencies as necessary to assume assigned responsibilities; exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs; plan and provide excellent customer service; make independent decisions using sound judgment; communicate clearly, concisely, and effectively both orally and in writing to provide information and/or advise others; perform advanced journey level skilled electrical trades work; perform heavy manual labor; train others in technical skills; prepare written reports; perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work teams; confer with school and department administrators to ensure proper understanding of operational requirements and customer needs; establish and maintain effective and cooperative working relationships with vendors and those contacted in the course of work; serve as a resource on issues involving Facilities Services; work with risk management staff to ensure building safety, security, emergency response, employee training and effective risk management practices; maintain regular and consistent attendance and punctuality; perform related duties consistent with job description and assignment; establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work, including department staff; maintain flexibility to work with others in a variety of circumstances;

Significant Physical Abilities include: frequent twisting, bending, stooping, lifting all types of weight, occasionally up to 80 pounds. On feet all day or on back under machinery making repairs or performing maintenance on all District properties and systems. Must be able to work in attics or crawlspaces, roofs, tunnels, and climb ladders as needed.

Education and Training Required: High School Diploma or GED. Completion of approved state licensing/apprenticeship program.

Licensing/Special Requirements: Possession of, or the ability to obtain, a valid driver’s license. Licensure for journeyman electrical. Possession of a General Supervising Electrician or Limited Supervising Electrician license issued by the State of Oregon a plus.
