We are seeking a Title III Education Specialist (Education Program Specialist 2) to join our Office of Teaching, Learning, and Assessment at the Oregon Department of Education. This is a limited duration position scheduled to end on June 30, 2024. This position is represented by the Service Employees International Union (SEIU).
This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

What you will do!
The purpose of this position is to oversee Oregon’s administration of the federal Title III program under the Elementary and Secondary Education Act (ESEA). This includes ensuring that students have the opportunity to meet challenging academic standards; have access to academically enriching curriculum; receive authentic engagement in the development of school and district plans; and have resources supporting their academic, social-emotional, behavioral, and mental health needs.
As the Title III Education Specialist you will:
Develop guidance, tools, and other formal and informal resources on using Title III program funding to implement best instructional practices in response to LEA, community, and student strengths and needs; this includes developing resources that are culturally responsive and inclusive of all gender identities, sexual orientations, and racial and/or ethnic identities
Collaborate with other state agencies and multidisciplinary partners to ensure that current research, evidence, community experiences, and student voice informs ODE policies and processes implementing federal Title III programs
Review federal allocations and grant amounts; process, evaluate, and approve district designed federal program plans and sub-grant applications through the federal monitoring process; and review, evaluate, and approve district program budgets and expenditures, communicating with districts on allowable expenses and ways to leverage funds to maximize flexibility
Plan on-site visits; lead a team to evaluate and review schools for compliance with regulations, policies and statutes pertaining to the ESEA Consolidated Federal monitoring efforts; and lead follow up efforts regarding required corrective action with districts and other necessary educational agencies

What you need to qualify
Master's degree in Education or related field from an accredited college or university and five years of education experience as a classroom teacher, counselor, or itinerant service provider. Two years of which includes leadership experience as a lead teacher, program coordinator, director, or school administrator.
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.
Desired Attributes (what we are looking for):
Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:
Experience with Title III monitoring, data, and reporting requirements, including knowledge of federal data collections and how it impacts federal implementation at the school and district levels
Extensive grant management experience, including knowledge of federal rules and regulations regarding use of funds and allowability including strategies to braid and blend funds and understanding of federal supplement not supplant rules as well as Maintenance of Effort
Experience providing advice or technical assistance to school districts, Tribes, community groups or public.
Ability to establish effective relationships with a variety of education and community partners representing diverse lived experiences and perspectives
Ability to take broad concepts and convert them to guidance and direction
Evidence of strong verbal and written communication in both English and Spanish, facilitation, and collaboration skills
Demonstrated ability for project management focused on systems level organizational change
