Southern Oregon Education Service District (SOESD) Early Childhood Services (ECS), a widely recognized program committed to inclusion, family partnership, and effective EI/ECSE practices, invites applications for an innovative and knowledgeable professional who will bring positive, supportive leadership, to the children, families, and staff of Early Childhood Services in Josephine County, Oregon.

SOESD ECS provides evaluation, family support, educational programs, and therapy services to children birth through five with developmental delays or disabilities. We collaborate with many community partners including Head Start and Early Head Start, a children’s relief nursery, our region’s Early Learning Hub, community preschool and childcare providers, the public library, and our two local school districts, in developing exceptional services for children and families. ECS has been designated a 5-star program through Spark, Oregon’s Quality Rating and Improvement System.  Our transdisciplinary team of 26 dedicated teachers, assistants, family consultants, therapists, evaluators, office professionals, and AmeriCorps members are focused on authentic and supportive relationships, professional growth through coaching and mentoring, and maintaining a “family feel” to our work place. We are intentional in our implementation of a tiered approach for developing children’s early language, literacy, and social-emotional skills, and have designed a variety of environments and experiences to address the unique and varied learning needs of the children we serve.   
Primary responsibilities of the position include:
Program development and evaluation
Hiring, supervising, evaluating, and professional development of staff
Resource development, including grant writing, volunteer development, and AmeriCorps site participation
Budget development and monitoring
Community collaboration and coordination
Monitoring and compliance (IDEA, Spark, licensing, Oregon Department of Education’s Systems Performance Review and Improvement)

ESSENTIAL FUNCTIONS:
(Positions may consist of some or all of the following duties.)

   1. Develop, implement and monitor programs to assure optimum services to young children with disabilities and to insure compliance with state statutes, administrative rules the Individuals with Disabilities Education Act, and federal Medicaid guidelines.
   2. Conduct needs assessment, program development, and program evaluation activities as necessary and establish short-term and long-term program goals and objectives.  
   3. Develop Annual Service Plan and the System Performance Review and Improvement plan for submission to the Douglas ESD and Oregon Department of Education.
   4. Develop annual budget and oversee expenditures and review and approve quarterly budget report for Douglas ESD.
   5. Supervise subordinate employees, including assigning and reviewing work, evaluating performance, coordinating staff development activities, taking necessary disciplinary actions and making hiring and termination decisions.
   6. Provide consultation and technical/professional assistance to staff members in areas such as program planning and development, management and personnel problems, procedural requirements, due process considerations, and complex child or family issues.
   7. Participate in regional and state organizations, task forces and groups to promote and coordinate early intervention/ early childhood special education services.
   8. Coordinate with other agencies providing services to children with disabilities to share resources, avoid duplication of service, provide smooth transitions for children, and assess community needs.
   9. Ensure compliance with OARs and State and Federal laws through regular communication with Regional EI/ECSE director, supervision of staff, file reviews, and other monitoring procedures.
  10. Research alternative funding sources, including preparing/approving grant proposals.
  11. Assure the availability of safe, attractive, accessible facilities for preschool and toddler groups.
  12. Meet with Local Interagency Coordinating Council to keep them apprised of activities, to obtain overall direction and support, and to collaborate for effective early intervention/early childhood special education services.
  13. Using standardized tools, conduct assessments of children's developmental levels in the areas of motor, cognitive, communication, self-help, and social-emotional development.
  14. Interpret evaluation results for parents and others through written reports and verbal    explanation.
  15. Conduct assessments, develop IFSPs, monitor child progress and coordinate instruction with other team members.
  16. Comply with EI/ECSE and ESD rules and policies.
  17. Perform physical requirements unaided or with the assistance of reasonable accommodation.
  18. Perform other duties as assigned.

MINIMUM PREREQUISITES:
   1. Master's degree in early childhood special education, psychology, social work or related field.
   2. Five years of progressively responsible experience in the field which includes administrative and supervisory responsibilities or any satisfactory combination of experience and training which demonstrates the knowledge, skills and ability to perform the above                     described duties.
   3. Must meet professional competencies required by the Department of Education and hold TSPC licensure or ODE supervisory authorization.
   4. Pass a background check and maintain enrollment in the Child Care Division Criminal History registry.
 
LENGTH OF POSITION:  260 days
SALARY:  Per Administrative Salary Schedule: $113,678.04 to $137,148.57 annually, for 2023-2024 school year.
