Oregon's Early Literacy Framework is intended to strengthen belonging and literacy teaching in all elementary classrooms. Its goal is to ensure that every child is proficient in reading and writing in one or more languages by time they finish elementary school. The framework is designed to be a primary resource for district and school leaders. It consists of eight sections that work together to support culturally sensitive teaching and the use of effective reading science to ensure children's literacy and biliteracy development.
What you will do!
The primary purpose of this position is to provide consultative advice on the administrative, policy, programmatic and management aspects of agency operations and develop long-range plans, goals, objectives and milestones pertaining to the Early Literacy Program and ODE’s implementation of the Governor’s Early Literacy Success Initiative. This position is also responsible for evaluating the effectiveness of programs impacting the work of multiple teams throughout ODE.
As the Early Learning Policy Analyst you will:
Evaluate and make recommendations to agency leadership to establish and maintain operational alignment between the Early Literacy Success School Grant Program and other grant programs and improvement strategies administered by the Department of Education, including the Early Literacy Success Community Grant Program, grants distributed from the Student Investment Account, apportionments made under the High School Graduation and College and Career Readiness Act, and District continuous improvement plans.
Work with program offices, other state and federal agencies, Tribes, community-based organizations, and external partners to gain agreement or solving disputes in support of ODE’s early literacy policy initiatives and grant programs.
Write administrative rules implementing the Early Literacy Success School Grant Program and coordinate and lead the administrative rules process; give policy direction during the interim period before the development of administrative rules.
Identify potential risks and difficulties of implementing the Governor’s Early Literacy Success Initiative, including the Early Literacy Program and the Early Literacy Framework and design strategies to mitigate or avoid risks; recommend changes to project plan in response to unforeseen changes or unexpected results and obtain approvals to proposed changes in project scope, quality, budget, or schedule.

What you need to qualify
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Demonstrated knowledge of federal and state grant administration, hiring and onboarding processes, Oregon Administrative Rule processes and development, budget and agency operations.
Excellent problem-solving skills, critical thinking skills, and oral and written communications skills.
Ability to collaborate across multiple systems (i.e. national, state, local, school districts, SEAs, etc.) and work together to streamline services across multiple communities and programs. Ability to navigate complex socio-political contexts and solicit and value diverse viewpoints.
Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies. Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions and implementing recommendations in support of strategic organizational goals, plans and policies.
Budget planning and preparation including forecasting and establishing budget projections associated with revenue streams. Strong knowledge of the principles and process of budgeting and financial management as it relates to operational management and program delivery. Understanding of state and federal funding processes.
