We are seeking an Early Literacy Program Coordinator to join our Oregon Department of Education.

This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

Oregon's Early Literacy Framework is intended to strengthen belonging and literacy teaching in all elementary classrooms. Its goal is to ensure that every child is proficient in reading and writing in one or more languages by the time they finish elementary school. The framework is designed to be a primary resource for district and school leaders. It consists of eight sections that work together to support culturally sensitive teaching and the use of effective reading science to ensure children's literacy and biliteracy development.

This position will be housed in our Office of Equity, Diversity, and Inclusion (OEDI), which leads proactive equity initiatives that interrupt and eliminate harmful power dynamics that are endemic in Oregon’s education system. Our initiatives are driven by deep and ongoing engagement with the lived experiences of our students and families so that we can provide intentional structures, practices, and policies that uphold their intersecting identities, needs, and strengths. As a result of our agency’s collective commitment, we will create an equitable education system centered in justice, relationships, and healing to ensure that every student can achieve their highest potential. Our collective energy and urgency serves as a touchpoint for pivotal cross departmental and cross- agency collaboration towards a shared vision for equity throughout Oregon.

What you will do!

This role is a crucial part of the Early Literacy Team, a cross-agency team responsible for creating a strong statewide Early Literacy Program in collaboration with Community Based Organizations. The goal is to put into action the Governor's Early Literacy Success Initiative and empower parents, guardians, and families from marginalized communities to enhance early literacy results for students in Oregon. In this position, you'll work closely with partners from different offices, state contacts, Community Based Organizations, communities, families, school districts, state representatives, and more.

You will be the driving force behind the coordination of the Early Literacy Success Community Grant Program, and the vital point of contact for the state, supporting the Early Literacy Community Program. In this role, you'll collaborate closely with grant recipients, partner offices, state representatives, community-based organizations, communities, families, school districts, and state officials. Your mission? To execute the Early Literacy Community Program, a pivotal component of the Governor's Early Literacy Success Initiative.

But that's not all – you'll also have the thrilling responsibility of providing training and comprehensive support to grant recipients in the Early Literacy Success Community Grant Program. You'll oversee efforts to establish state policies and guidelines for the Early Literacy Program, covering the administration and implementation of both federal and state policies. This means you'll be at the forefront of harmonizing the Early Literacy Program and its related grant initiatives among organizations that may have overlapping or potentially conflicting requirements or objectives.

In addition, you'll be the one identifying policies, procedures, and regulations that may need some fine-tuning or enhancement, working collaboratively with communities and grant recipients to develop a plan to implement any recommended changes. Minimum Qualifications (Need to have):

We are looking for candidates with a Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Education, or a degree related specifically to this position, and five years experience coordinating or administering a program in education, specifically literacy.

OR;

Any combination of experience or education equivalent to eight years of experience in education, specifically literacy.

Demonstrated understanding of the Oregon Early Literacy Framework.
Extensive knowledge and expertise with implementing programs to promote early literacy, particularly at the community level.
Demonstrated understanding of the dynamics and relationship building that exist across organizations and institutions across varying levels of the educational cascade (i.e. state, region, district, community, etc.).
Demonstrate commitment to equity; in addition to the cultivation of equitable practices
Skilled in fostering relationships with diverse partners, including businesses, communities, development partners, legislators, and local/state governments to achieve shared objectives.
Proficient in effective communication, adept at leading public meetings, presenting information in public forums, and skillfully managing meetings involving partners with conflicting priorities.
Experienced in program development, including the interpretation of legislative language and the formulation of program rules that align with legislative intent.
Accomplished in program implementation, including demonstrating strategic thinking in designing, executing, and overseeing high-visibility programs.
Proficient in program evaluation and reporting, with a background in assessing program guidelines and funding criteria, interpreting statutes, rules, and guidelines, and monitoring compliance within established procedures.
Extensive knowledge and expertise with research studies, policies, standards, and best practices relevant to early literacy development.
