We are seeking a Senior Multilingual and Migrant Education Strategic Advisor (Operations and Policy Analyst 4) to join our Office of Teaching, Learning, and Assessment at the Oregon Department of Education. This is a limited duration management service position scheduled to end on September 30, 2024.

This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

What you will do!
The primary purpose of this position is to manage, design, and effectively operationalize improvements to Oregon’s Migrant Education Program under Title I-C of the Elementary and Secondary Education Act (ESEA). In coordination with Executive Leaders within ODE, this position will work to reinforce the overall direction, agency priorities and use of resources to achieve the program goals of the Title I-C Migrant Education Program.
As the Senior Multilingual and Migrant Education Strategic Advisor you will:
Develop and lead outreach, planning, and coordination of engagement with internal and external partners, including partner agencies at the state and local levels, to further the equity values of ODE,
Steward the implementation of the Title I-C Migrant Education Program, with careful attention given to an internal, cross-office structure and rhythm that promotes and encourages innovation and cross-office and cross-agency collaboration and communication.
Provide accountability for the investment of funds to promote achievement of programmatic goals for the Title I-C Migrant Education Program.
Develop a system of accountability and transparency to ensure the appropriate use of and accounting for federal resources and the programs/services which those resources support.

What you need to qualify
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:
Demonstrated knowledge of federal and state grant administration, hiring and onboarding processes, Oregon Administrative Rule processes and development, budget and agency operations.
Demonstrated knowledge of Title I-C Migrant Education Program requirements.
Excellent problem-solving skills, critical thinking skills, and oral and written communications skills in both English and Spanish.
Ability to collaborate across multiple systems (i.e. national, state, local, school districts, SEAs, etc.) and work together to streamline services across multiple communities and programs. Ability to navigate complex socio-political contexts and solicit and value diverse viewpoints.
Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies. Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions and implementing recommendations in support of strategic organizational goals, plans and policies.
Budget planning and preparation including forecasting and establishing budget projections associated with revenue streams. Strong knowledge of the principles and process of budgeting and financial management as it relates to operational management and program delivery. Understanding of state and federal funding processes.
