JOB SUMMARY

The Chief Financial Officer (CFO) provides leadership and strategic visioning while playing a pivotal role in the financial management and strategic planning of the St. Helens School District. The CFO reports directly to the Superintendent and is responsible for overseeing all aspects of financial operations, including budgeting, accounting, financial reporting, procurement, and compliance to ensure the financial health and stability of the district. May include the oversight of the maintenance, transportation and nutrition departments. Incumbent is a member of the Administrative team.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.

-- Establishes and maintains an accounting system consistent with state and federal laws, regulations, rules and district policies.
-- Organizes and establishes budget development and procedures under the direction of the Superintendent; exercises budget controls; and exercises control of resources and expenditures.
-- Prepares financial and budget reports, including an annual report as required by law, district policy and as requested by the Superintendent (including claims for payments, reimbursements, pre-audit financial reports, etc.).
-- Sign all checks and warrants for school monies drawn by order or authority of the Board.
-- Directs and supervises the auditing of all district funds.
-- Helps coordinate and supervise school elections and provide proper and timely notices to election authorities as required and publish such information.
-- Direct the preparation of, and execute all business contracts for the school approved by the Board of Directors.
-- Keep an inventory of all school properties, showing locations, description and value of all lands, buildings and equipment.
-- Administers the district's insurance programs, keeping a record of all insurance carried on the properties of the district and the premium dates and charges.
-- Attend all board meetings as an advisor to the Superintendent.
-- Processes confidential matters.
-- Participates in the performance of the general management program by serving as a member of the management team.
-- Responsible for investment/deposit of all District funds.
-- Responsible for revenues and expenditures of Federal Funds (Chapter I, Chapter II, 94-142) , and related reports.
-- Attend conferences, workshops and administrative meetings.
-- Make periodic reports to the Education Service District Superintendent, the Oregon Board of Education and other agencies as may be required by statute or administrative regulations.
-- May include supervision of maintenance, transportation and nutrition.
-- Establishes an environment in which all staff members are comfortable and forthcoming in sharing their ideas, needs and concerns, and in which the staff collaboratively works together to seek solutions and resolutions.
-- Oversees risk management and insurance programs (e.g. property, liability, fleet, student, workers compensation, etc.).
-- Assists and educates administrators and supervisors in managing department and school budgets.
-- Provides advice on a wide range of financial matters.
-- Serves as a member of the Superintendent’s leadership team.
-- Attends all School Board meetings; prepares and presents reports/responses related to the financial status of the District and other matters under their responsibility.
-- Maintains professional and technical knowledge by participating in professional development opportunities.
-- Oversees and participates in preparation of staffing analysis and reports.
-- Acts, in concert with other District Leadership, to determine allocation and redirection of FTE and to level class sizes.
-- Maintains and approves expenditures from all building, department, and program budgets.
-- Performs any other duties assigned by the Superintendent.

QUALIFICATIONS

-- Bachelor degree with course work in Business Management and accounting skills.
-- At least three (3) years of experience in a business function, to include emphasis in accounting, or an equivalent combination of training and experience or a CPA preferred.
-- Familiarity with Oregon School Finance and Administration and Oregon Budget Law.

-- Ability to write routine reports and correspondence.
-- Ability to add, subtracts, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.
-- Ability to compute rate, ratio and percent.
-- Ability to apply common sense understanding to carry out instructions furnished in written, oral, schedule or diagram form.
-- Ability to deal with problems involving several concrete variables in standardized situations.
- Advanced knowledge of computer usage and ability to use, e-mail, internet software and word processing software, spreadsheet software and internet-based accounting and data base programs.
-- Ability to exercise good judgment and work in an environment with constant interruptions.
