We are seeking a Data Analyst (Research Analyst 3) to join the Oregon Department of Education.

In the role of Research Analyst, your primary focus will be on developing and maintaining research methodologies, procedures, and data collection forms to assist the Resource Management and Operations Team. Your key responsibilities encompass planning and coordinating statewide data collection and analyses for Abbreviated School Days. This includes offering recommendations for data analysis, providing technical assistance and ensuring quality assurance for data collections. Additionally, you will play a crucial role in delivering training sessions to data submitters.

Key duties include:
• Data Analysis, Coordination, Technical Assistance, and Quality Assurance:
o Develop, execute, and revise quality assurance procedures, including SQL code.
o Review accuracy of SQL code written by contractors or other analysts.
o Support data owners in data collection, analysis, and technical changes.
o Provide recommendations for modifying data collections to enhance policy or improve data quality.
o Communicate with data submitters to ensure timely and accurate data submission.
o Prepare and conduct training sessions for agency staff, schools, and districts.
• Data Collection Management:
o Lead and coordinate major research projects, tracking progress and issues.
o Consult and support the maintenance and accuracy of data collected by the office.
• Data Reporting:
o Produce and publish data reports and media files.
o Offer expertise and information to staff across the agency.
o Write statistical and narrative reports and articles for publication.
o Make presentations to agency management, legislature, and community partners.
o Confer with internal and external groups on current data, trends, and policy impacts.
o Prepare written responses and technical expertise upon request.
• Research Planning, Design, and Analyses:
o Identify needs, purpose, and methodologies for special research studies independently.
o Develop procedures for complex research studies in collaboration with management.
o Use statistical software for high-level multivariate analyses to support or reject research hypotheses.
o Explain and discuss research design topics with analysts and education staff.
