Rate of Pay: TBD for the 2024-2025 school year. Currently $114,330-$132,656 DOE

Calendar: 230 Work Days, July 1, 2024-June 30, 2025

Insurance: Generous Health, dental, and vision contribution from the district, currently up to $2,179 (based upon family coverage), TBD for 2024-2025.

PERS Retirement: The district assumes and pays the 6% average employee contribution to the Oregon PERS system.

Retiree Benefits: An administrator who retires from KFCS and from PERS, with at least ten consecutive years of experience as an administrator in the district immediately prior to retirement, will receive the following retirement benefits:

One percent (1%) of the administrator's final base salary per month for a total of eight-four (84) months.

AND

Medical insurance premiums for the administrator and spouse (if necessary) for a total of eighty-four (84) months. When an administrator retires, the District will contribute up to the employee only cap or the employee-spouse cap. Should the district contribution be insufficient to pay for the monthly cost of the insurance, then the parties agree that the excess insurance premium contribution will be made by the retiree.

Responsibilities:
Oversee all components of the Early Intervention/Early Childhood Special Education Program, assuring compliance with Administrative Rules and State and Federal Laws relating to special education services for children birth to five years of age with developmental delays and ensuring high quality, developmentally appropriate services for all enrolled children and their families.

Oversee all components of Early Learning Programs including Preschool Promise and district sponsored child care, assuring compliance with rules and regulations required through the Department of Early Learning and Care (DELC).

Position may consist of some or all of the following duties:
Develop, implement and monitor programs to assure optimum services to young children with disabilities and to ensure compliance with state statutes, administrative rules, the Individuals with Disabilities Education Act, and Federal Medicaid guidelines.
Conduct needs assessments, program development, and program evaluation activities as necessary and establish short-term and long-term program goals and objectives.
Develop all required plans such as the Annual Service Area Plan, the Child Outcomes Plan, and the System Performance Review and Improvement Plan for submission to the DESD and Oregon Department of Education.
Develop annual budget and oversee expenditures and review and approve quarterly budget report for DESD.
Supervision of employees, including assigning and reviewing work, evaluations performance, coordinating staff development activities, taking necessary disciplinary actions and making hiring and termination decisions.
Provide consultation and technical/professional assistance to staff members in areas such as program planning and development, managing and personnel problems, procedural requirements, due process considerations, and complex child or family issues.
Participate in regional and state organization task forces and groups to promote and coordinate Early Intervention/Early Childhood Special Education services and preschool programs.
Coordinate with other agencies providing services to children with disabilities to share resources, avoid duplication of service, provide smooth transitions for children, and assess community needs. Assure the availability of safe, attractive, accessible facilities for preschool aged children.
Meet with Local Interagency Coordinating Council to keep them apprised of activities, to obtain overall direction and support, and to collaborate for effective Early Intervention/Early Childhood Special Education Services to comply with EI/ECSE and ESD rules and policies.
Act as a liaison to community preschools.

Functions: Applies an extensive knowledge of the principles, practices, techniques and regulations associated with Early Learning, Early Intervention, and Early Childhood Special Education fields to provide assessment input, individual and group consultation and training, instruction supervision and management of programs designed to provide all children with quality instruction and care and to reduce the impact of developmental delays in children birth through five years old.

Qualifications: Hold or qualify for an Oregon Administrative License with knowledge of IDEA and special needs populations. Understanding of ODE Early Childhood Competencies.

Must register and maintain registry with the Central Background Registry.
