As the Assistant Superintendent of Equity, Inclusion, and Belonging in Eugene 4J School District, this position plays a central role in coordinating the district’s equity, diversity, inclusion, and belonging initiatives. Responsibilities include leading the Equity Department and driving the development, refinement, and implementation of a comprehensive Diversity Equity Inclusion and Belonging framework. This includes advising staff, guiding professional learning opportunities, and collaborating with the community to advance the district’s equity stance and goals. The primary objectives are to bolster effective and culturally responsive instructional practices to ensure the success of each and every student, and to foster partnerships and allocate resources to eliminate the achievement, access, and opportunity gaps for historically, traditionally, and currently underserved students.
Collaborating closely with the Superintendent, Chief of Staff and leadership team, the Assistant Superintendent of Equity, Inclusion, and Belonging assumes a crucial role in fostering inclusive, anti-racist, and academically rigorous school cultures. This involves establishing accountability systems, conducting data analysis, facilitating professional development opportunities, and engaging with the community to confront systemic inequities and eliminate gaps for all marginalized and focal communities. Essential to this effort is transparent, intentional and clear documentation and reporting on progress, alongside providing support to educational, community, and other partners in addressing curriculum, policy, and community engagement issues. We firmly believe that it is imperative to proactively address systemic racism and other types of biases, recognizing this as a fundamental responsibility that spans all levels of the Eugene 4J school system.
The Assistant Superintendent of Equity, Inclusion, and Belonging supervises a range of equity, diversity, inclusion, and belonging initiatives and programs aimed at providing culturally relevant assistance, thereby ensuring the academic success and graduation of K-12 students. This includes overseeing initiatives such as the NATIVES Program, affinity groups, English Language Learner Program, and Migrant Education Program, among others, tailored to support Tribal, BIPOC, LGBTQIA2SIA+, and neuro-divergent and disabled communities.Responsibilities also include developing and implementing strategies to ensure compliance with relevant regulations, monitoring program effectiveness, facilitating staff management and development, and overseeing program operations to achieve desired outcomes.
Supervisory Relationship
This role directly reports to both the Superintendent and Chief of Staff, cultivating close collaboration with the Instruction Department. It serves as a focal point for organization-wide leadership and oversees both exempt and non-exempt staff, either directly or indirectly.
Essential Functions
Leadership and Advisory:
- Advises the Superintendent, Chief of Staff, and Senior Leadership Team on matters related to advancing equity, racial equity, eradicating institutional racism and ableism, and eliminating achievement, access, and opportunity gaps. This involves providing recommendations and strategic guidance to ensure that
equity is at the forefront of decision-making processes.
- Provides evidence-based insights, conducting thorough research, and facilitating collaborative discussions to inform strategic decisions, including the school and community impact of leadership decisions.
Equity Evaluation and Planning:
- Directly evaluates the district’s equity priorities through an inclusive lens. This entails assessing current practices and policies to identify areas for improvement and developing comprehensive plans to address equity gaps effectively.
- Conducts thorough equity audits, engaging partners and constituents in the planning process, and implementing evidence-based strategies to address identified gaps.
Staff Support and Development:
- Plans, guides, and advises staff on diversity, equity, and inclusion as outlined in the district's framework. Additionally, collaborates with the leadership team and Human Resources to recruit, hire, and retain linguistically diverse, neuro-divergent and BIPOC staff. Provides training, professional development, and
coaching to enhance cultural competence, instruction, and an environment of equity and inclusion.
- Designs and delivers targeted professional development sessions, providing ongoing coaching and support, and fostering a culture of continuous learning and growth among staff.
Program Development and Implementation:
- Supports curriculum development and selection, ensuring equity and inclusivity in instructional materials and methods. Develops and delivers training, professional development, and coaching to enhance cultural competence, instruction, and an environment of equity and inclusion.
- Collaborates with curriculum developers, educators, and community members to create culturally responsive materials and programs, and provides guidance and support for effective implementation.
Community Engagement and Partnerships:
- Establishes and maintains partnerships with community agencies and organizations. Collaborates with culturally specific community organizations to develop equitable and sustainable programs and practices. Strengthens and expands community partnerships to provide students with comprehensive academic
and social-emotional support that is affirming for the focal groups.
- Builds and nurtures relationships with community partners, actively seeking input and feedback, and leveraging resources and expertise to support the needs of students and families.
Data Analysis and Reporting:
- Gathers, researches, and analyzes data to meet federal and state requirements in the areas of equity, inclusion, and instruction. Prepares annual reports for the Superintendent on the district’s progress towards ensuring an excellent, equitable education for all students. Shares successful practices and
research on equity, racial equity and inclusion to inform decision-making processes.
- Collects and analyzes relevant data, prepares comprehensive reports and presentations, and disseminates information in a clear and accessible manner to stakeholders.
Climate and Culture Improvement:
- Provides support to district-wide diversity initiatives, student and staff affinity groups, and multicultural event programming. Designs, implements, and refines student connectedness and school climate surveys, partnering with school leaders to remove barriers to inclusive communities. Creates opportunities for
equity, racial equity, neurodivergent-affirming and anti-racism conversations across all levels and partners of the district.
- Implements evidence-based strategies to promote inclusivity and belonging, facilitates constructive conversations and initiatives, and fosters a positive and supportive climate for all members of the school community.
Transparency and Accountability:
-Serves as or oversees the organization’s Civil Rights coordinator, ensuring compliance with all federal and state requirements, including the preparation of Title III & Title 1-C reports and grants. Oversees compliance and the development of policies and procedures related to equity, diversity, inclusion, and i
instruction. Amplifies the voices of BIPOC and SpEd students and families and ensures transparency in progress towards accountability outcomes.
- Monitoring compliance with regulations, develops and implements clear policies and procedures, and fosters open communication and collaboration with stakeholders to promote accountability and transparency.
Other Duties Assigned by Superintendent and Chief of Staff:
- Performs additional tasks and responsibilities as directed by the Superintendent and Chief of Staff. These duties may vary and could include a wide range of activities to support the overall mission and objectives of the district.
- Executes tasks and projects as assigned, collaborates with colleagues and partners, and ensures timely and effective completion of assigned duties.
- Additional tasks include but are not limited to:
-Support curriculum development and selection, ensuring equity and inclusivity in instructional materials and instruction.
-Work with leadership to support the growth and retention of a diverse district workforce.
-Supports and sees to the facilitation of the District Education Equity Advisory Committee.
Required Knowledge, Skills and Abilities
Understanding of K-12 Education Institutions and Commitment to Equity:
- Demonstrated understanding of K-12 education institutions with a commitment to equity, racial equity, anti-ableism and anti-racism.
- Ability to assess instructional programs and teaching effectiveness through an equity, racial equity, anti-racist, anti-ableist and inclusion lens, interpret data with attention to disparities, and make equitable and informed decisions.
Relationship Building and Cultural Competence:
- Proficiency in building authentic relationships and fostering trust with Tribal BIPOC communities, linguistically diverse students, and diverse school staff, while actively promoting inclusivity and belonging.
- Understanding of how to build neurodivergent-affirming, anti-ableist and disability justice systems that can support all students and families, including SpEd students and families.
- Strong interpersonal skills to engage effectively with staff, students, parents, and community members from diverse backgrounds, demonstrating cultural responsiveness and empathy.
Leadership and Communication:
- Leadership skills to guide licensed, professional, and classified staff with an equity-centered approach, fostering a culture of inclusion, collaboration, and continuous improvement.
- Proficient oral and written communication skills with an emphasis on communicating equity-focused messages and advocating for equitable policies and practices.
Equitable Program Planning and Management:
- Experience in equitable program planning, oversight, budget preparation, and management, ensuring resources are allocated fairly and equitably to address the needs of all students and communities.
- Capacity to effectively manage multiple priorities, adapt to change, and meet deadlines while centering equity and justice in decision-making processes.
Professional Development and Technology Utilization:
- Expertise in designing and facilitating professional development opportunities that promote equity, diversity, and inclusion, empowering educators to address biases and promote equitable outcomes for all students.
- Proficiency in leveraging technology to advance equity goals, including supporting teaching and learning, developing culturally responsive curricula, providing staff training on equity-centered practices, conducting equitable student assessments, and ensuring program accountability and transparency.
Minimum Qualifications:
Education
- Required: Bachelor’s degree in Education, Sociology, Ethnic Studies or related fields and a TSPC Educator License.
- Preferred: Master’s degree in Education, Sociology, Ethnic Studies or related fields and a TSPC Educator License. However, lived and professional experience will be considered in lieu of these qualifications.
Experience
- Eight (8) years of experience, with increasing responsibility with a focus on equity, diversity, inclusion initiatives
- Three (3) years of experience in a multicultural, multiethnic school/community environment, preferably as a teacher, instructional coach, or professional development specialist.
- Experience managing professionals
