This position is for the 2024/2025 school year. This is a full-time, 1.0 FTE/8 hours per day position working on the AD-12 (260 days per school year) schedule, Mon-Fri, 8:00 a.m. - 5:00 p.m.
Position Summary
The Risk and Safety Administrator manages the district's risk management and school safety initiatives. The position is responsible for addressing and managing insurance and safety issues that may expose the District to litigation and administering operational, support, risk management activities, and programs for all schools and non-school sites. The Risk and School Safety Administrator oversees safety and emergency preparedness throughout the District. The Risk and School Safety Administrator is responsible for the areas of insurance (including workers’ compensation, general liability, vehicle liability and property insurance), ensuring compliance with safety requirements (such as through OHA and OSHA) as well as developing and implementing districtwide school safety and security policy. The Risk and School Safety Administrator will implement and evaluate programs and procedures that protect the District from exposure to situations that adversely impact organizational operations or outcomes. This position will serve as a focal point to coordinate safety, facilitate access to resources, and provide professional development and support on a district wide basis.
Supervisory Relationship
This position supervises MAPS and classified staff.
Essential Functions
Risk Management
• Provides leadership in the development, implementation, operation, evaluation, and monitoring of district risk management operations projects and programs.
• Conducts assessments, which involves analyzing risks as well as identifying, describing and estimating the risks affecting the district.
• Provides support, education and training to staff to build risk awareness within the District, including communicating risk issues and providing risk mitigation plans.
• Investigates property damage claims and losses, submits reports to the third-party claims administration and assists in property claims management. Identifies exposures and assesses liability through evaluation of claim loss statistics and trends. Provides each department with loss statements for worker’s compensation, general liability and auto losses.
Develops and maintains district-wide disaster plan and coordinates disaster preparedness exercises with outside emergency response agencies. Will serve as district’s representative on city and county disaster response teams.
• Serves as the District’s liaison with consultants and legal counsel to review general liability, claims, and other insurance programs.
School Safety Coordination
• Develops, implements, manages, and evaluates District best practice initiatives for employee safety and wellness, including leadership training, and ergonomics.
• Responds to and resolves employee, parent, and citizen safety complaints or concerns.
• Ensures the District is in compliance with laws relating to safety, industrial health, environmental protection, hazard control, and loss prevention programs.
• Establishes records, procedures, and informational materials related to reporting and handling of on-the-job injuries, accidents, and workers’ compensation claims.
• Oversees the District Safety Committee Program and provides support and oversight to site-based safety committees.
Directs the planning, development and implementation of Districtwide safety and security strategy that utilizes available technologies, industry best practices, comprehensive training of personnel and collaborative relationships with outside agencies.
Ensures compliance with all statewide law-enforcement managed information systems as they pertain to the public safety office.
Respond to district crises situations, including on-site crisis management, and after hour responses.
Plan, budget, and implements and supervises school security and public safety programs.
Respond to police actions at 4J schools to assist in coordinating responses. Be available as the final choice on security alarm responses for all properties.
Insurance Management
• Evaluates, recommends, and implements insurance coverages through a combination of policies, limits, compensability, and liability.
• Prepares insurance bid specifications for the purpose of obtaining premium fees and updates on an ongoing basis.
• Leads the review and evaluation of insurance policies. Determines coverage, responsibility, compensability and if there is subrogation or safety issues for each claim.
• Works with the insurance of record to protect district assets, obtain certificates of insurance and ensures appropriate district insurance coverage, responsibility, compensability and if there is subrogation or safety issues for each claim.
• Identifies property loss exposures and works with liability company(s) on appropriate levels of insurance coverage.
• Responds to emergency situations and provides information and advice on liability questions and loss control measures.
Program Administration
• Assures that risk management programs are in compliance with federal, state, and local laws.
• Evaluates the impact of new and proposed legislation on the District’s insurance and safety programs and makes recommendations for District compliance.
• Coordinates with district administrators and staff to plan and complete various interventions, initiatives, programs, tasks, requests, etc., managed by the office in the following areas: Risk Management, Safety, Incident System Tracking.
• Collaborates with the district facilities department to ensure district implementation of all federal, state and local compliance programs and. Examples include Injury and Illness Prevention Program, Hazard Communication Program, Bloodborne Pathogens Exposure Control Program.
• Manages risk budget including ensuring expenses do not exceed budgeted allocations; coordinates and approve requisitions for replacement purchases.
• Manages all aspects of the district’s Worker’s Compensation program which includes investigations, inspections, policy coverage, claims, return to work, light duty and preferred workers program.
Monitor security and safety programs to assure the programs meet instructional goals and promote a high level of educational, professional, and ethical standards.
Coordinate and integrate security and safety guidelines with key operational programs.

• Experience preparing spreadsheets and a risk management information system.
• Ability to analyze, classify and rate risks, exposure and loss expectancies.
• Ability to communicate effectively, both verbally and in writing.
• Ability to interpret, analyze and present information from various regulatory agencies in an appropriate form geared towards targeted audience. and compliance with the Americans with Disabilities Act
Minimum Qualifications
Education
• Bachelor’s degree from an accredited college or university.
Preferred Qualifications
• Certificates of Risk Management (CRM) preferred and/or an Associate Risk Manager (ARM) preferred, but not required. District will provide training and certification, as necessary.
• A Master’s degree from an accredited college or university is preferred, but not required.
Bilingual highly preferred
Experience
Five years of increasingly responsible professional experience in conflict mediation, school safety programs, online bullying prevention, drug/alcohol prevention, professional development to large audiences and other public safety related experience. Must be experienced in supervising staff and communicating with students and parents.
Five years of increasingly responsible professional experience in risk management, liability insurance (working in an insurance or legal office dealing with claims), workers’ compensation, and background in litigation required.
Two years of experience leading the work of a team in the following areas: group organization, communications, material preparation, task management, and financial analysis and management. Demonstrated experience supervising staff and leading strategic planning initiatives.
An equivalent combination of training, education, and experience that provides the requisite skills, knowledge and abilities necessary to be successful in this position will also be considered.
