OREGON ASSOCIATION OF EDUCATION SERVICE DISTRICTS MISSION
OAESD supports Oregon’s Education Service Districts through coordination, partnership, and
advocacy, to ensure the locally responsive mission of each ESD is accomplished.

POSITION OVERVIEW

The Executive Director serves as an ex-officio member of the Officer and Governance
Councils of OAESD, providing expert advice and advocacy for specific issues
and programs in collaboration with the Oregon Department of Education (ODE) and
other state partners. This position leads and implements programs that advance the
mission of OAESD and support the operational and strategic goals of Oregon’s school
districts, focusing on creating sustainable relationships and ensuring quality service
delivery.

QUALIFICATIONS

• Advanced degree in Public Administration, Education, Business Administration,
Political Science, Public Affairs, or a related field from an accredited institution.
• Minimum of five (5) years of executive-level experience, including three (3)
years within an ESD, school district, or state education department.
• Valid driver’s license.
• Must have an active Oregon TSPC Administrator License or ability to obtain one
before assuming the role.

GENERAL INFORMATION

This position has the following expectations and prerequisite abilities.

Plan Goals, and the key role ESDs play in Oregon.

• Maintain accurate, complete, and confidential records as required by law and
District policy, while adhering to the highest standards of confidentiality and
professionalism in all communications and actions.
• Establish and maintain positive, respectful working relationships with diverse
cultural backgrounds, fostering cooperation, communication, and leadership in
both individual and team settings.
• Hold high expectations for personal performance, demonstrate exceptional
prioritization, attention to detail, initiative, and the ability to work independently
or as part of a team under pressure.
• Extensive knowledge of PreK-Post-Secondary education laws, policies,
guidelines, and structures, as well as public affairs, project management, and
legislative processes at the local, state, and federal levels.
• Proven leadership skills in improving student outcomes, building consensus,
and effectively persuading, advocating, and negotiating with diverse stakeholders
at all levels.
• Exceptional communication, research, analytical, organizational, and interpersonal
skills, demonstrating diplomacy, tact, and the ability to follow through and motivate
others.
• Strong technology skills for communication, research, and data reporting, along with the
ability to manage multiple priorities and projects in a fast-paced, deadline-driven
environment.
• Physical ability to lift and carry up to 25 pounds and sit for extended periods of time in a
vehicle or work setting.

ESSENTIAL FUNCTIONS

• Lead, support, and manage OAESD programs, services, and partnerships in alignment
with the association's mission and strategic goals.
• Serve as a liaison, fostering productive relationships between component ESDs, OAESD
membership, and partners.
• Advocate for the legislative priorities that affect Oregon’s ESDs and school districts,
effectively communicating OAESD’s position to key stakeholders.
• Coordinate and implement strategies to improve communication and collaboration
between regional and state education leaders.
• Provide leadership in planning, supporting, and implementing OAESD meetings,
statewide programs, and events.
• Assess regional and state initiatives, providing direction and ensuring OAESD
involvement where appropriate.
• Mentor ESD leaders and support the development of effective human resource
practices across the organization.
• Facilitate professional development opportunities for ESD leadership to achieve
organizational goals.
• Ensure adherence to OAESD’s bylaws, budgeting, and forecasting procedures.
• Represent OAESD in national and state-level meetings, sharing information and
practices from other states as necessary.

Salary and benefit information are based on .5 FTE
Linn Benton Lincoln ESD will provide a prorated Insurance CAP to assist with health, dental and vision insurance premiums
