Pay: Salary based on qualifications and experience; current compensation $165,760 - $180,606 based on 2025-26 Administrative Salary schedule

The Longview School District is seeking candidates for the Executive Director of Employee Services. The Executive Director is responsible for providing comprehensive personnel, employee, labor relations, and administrative services to staff. This includes personnel matters pertaining to certificated and classified employees as well as the oversight of contracts, benefits and payroll. The Executive Director will conduct legal research and organize, interpret, and apply legal principles and knowledge to issues affecting the district.
QUALIFICATIONS:
1. Certificated School Administrator with experience in Human Resources or Bachelor's degree with concentration in Human Resources or related specialty with educational system experience.
2. School or District Administrator experience preferred
3. Proven ability to build positive working relationships with diverse stakeholders, including unions, administrators, and employees.
4. Demonstrated leadership and management skills, with an inclusive approach that empowers faculty and staff to think creatively and collaboratively in addressing the challenges of the Longview School District.
5. Proven background of effective open communication and interpersonal skills.
6. Demonstrated ability to work positively and successfully with people both individually and in group forums.
7. Ability to identify problems, seek alternatives, establish priorities and implement viable solutions.
8. Possess knowledge of contractual and labor law, specifically as it relates to the relationship between the school district and its union partners.
9. Demonstrated knowledge, or willingness to develop expertise in staff supervision and evaluation (including the Principal and Teacher Evaluation Process [TPEP]), staff development, and human relations preferred.

ESSENTIAL FUNCTIONS
1. Provide strategic leadership for all employee services functions, including human resources, benefits, and payroll.
2. Develop, implement, and monitor personnel-related practices, policies, procedures, and programs that align with Washington State laws, federal regulations, collective bargaining agreements, and the district's strategic framework.
3. Lead and oversee the recruitment, selection, onboarding, evaluation, and retention of diverse, high-quality employees across all classifications.
4. Consistently apply board policies and administrative regulations, laws, contracts, and budget/financial accountability.
5. Serve as a member of the district's negotiation team in collective bargaining with its union represented employee groups.
6. Represent the school district in regularly scheduled labor/management meetings to proactively problem solve.
7. Process and resolve grievances regarding contractual issues.
8. Collaborate with the Business Services team on personnel-related budget forecasting, cost analysis, and reporting.
9. Serve as a member of the Superintendent's District Leadership Cabinet.
10. Conduct and lead the monthly meeting of the Board of Directors' Human Resources Sub-committee.
11. Ensure the adherence of the Family Educational Rights and Privacy Act (FERPA) governing the privacy of student education records.
12. Ensure the adherence of federal and state laws and district regulations, policies, procedures and practices.
13. Keep the superintendent, cabinet, principals and other district staff members informed of present and/or anticipated staff concerns and personnel law.
14. Lead, supervise, and mentor the Employee Services team, fostering a culture of collaboration, continuous improvement, and customer service.
15. Conduct investigations, mediation, resolve disputes, and process complaints.
16. Represent the district in state and regional HR and payroll professional organizations, staying current with best practices and legislative updates.
17. Serve as the school district's Title VII and Title IX Officer.
18. Monitor employee leaves to ensure compliance with federal/state employment laws (i.e. maternity, FMLA Washington State Family Leave Law, leave of absence and leave sharing).
19. Ensure compliance with all applicable state and federal employment laws and regulatory reporting requirements, including but not limited to FMLA, FLSA, PFML, Department of Retirement Systems (DRS), federal tax reporting, and Washington-specific labor regulations
20. Provide executive leadership and oversight of all district payroll operations to ensure timely, accurate, and compliant processing of employee compensation.
21. Oversee the accurate reporting and remittance of payroll taxes, benefits, retirement contributions, and voluntary deductions.
22. Lead payroll system upgrades, integrations, and audits in collaboration with IT and the Business Services team.
23. Serve as the district's point of contact for HR and payroll related issues during audits or regulatory reviews.
24. Resolve complex payroll discrepancies and issues with discretion and professionalism.
25. Ensure accurate payroll data is maintained in the district's HRIS and other reporting systems.
26. Provide regular updates and reporting to executive leadership on payroll trends, risks, and performance metrics.
