About the program:
Child Care Resource & Referral (CCR&R) of Clackamas County supports high-quality child care throughout our region. We offer professional development, training and technical support to child care providers. Our team provides additional support that helps child care services earn licenses, inclusion on the Oregon Registry Online (ORO), and quality ratings in the state’s Spark program.
About this position:
The Infant and Early Childhood Mental Health Specialist partners with childcare providers to build their capacity to
foster children’s healthy social-emotional development. The Specialist will support childcare providers in centers and home-based settings, with the goal of reducing rates of suspension and expulsion as part of Oregon’s Every Child Belongs program. This position requires strong communication and relationship building skills, as well as the capacity for humility, empathy, curiosity, and flexibility.
Essential functions:
-Provides relationship-based, preventive interventions to promote the mental health of infants and young children and address behaviors that put them at risk of suspension/expulsion.
-Supports ongoing communication with childcare providers, children’s families, and other caregivers about early relational health and/or developmental concerns related to infants and young children.
-Develops written intervention strategies and uses a team approach to assist providers with implementing strategies that promote infants’ and young children’s optimal social-emotional development.
-Uses independent judgment and discretion in setting daily priorities to complete tasks.
-Promotes equitable and culturally responsive practices.
-Participates in reflective supervision on an ongoing basis.
-Participates in assigned committees, work groups, and communities of practice.
-Collaborates Early Intervention/Early Childhood Special Education and other community partners.
-Collects relevant data and contributes to the development of reports and presentations.
-Makes referrals of children and their families to appropriate outside services, as necessary.
-Provides group and individual training on overall social and emotional wellness with specific topics related to infant and early childhood development, trauma-informed care, attachment, self-care, and other related topics, as necessary.
Minimum qualifications:
-Minimum two years of experience in in the early care & education field
-Endorsement of infant and early childhood mental health consultation, as demonstrated by Endorsement (IMH-E® or ECMHE®) as Family Specialist, Mental Health Specialist. OR applicants who are not yet endorsed must apply for endorsement at the time of hire, complete 20 hours of approved training within the first six months of hire, and earn endorsement within 24 months of hire
-Knowledge of and experience implementing the Pyramid Model for Promoting Social-Emotional Competence in Infants and Young Children
-Ability to obtain a Central Background Registry number
-Ability to acquire and maintain a valid first aid and infant/child CPR card
-Knowledge of and experience implementing trauma-informed and culturally responsive practices
Preferred qualifications:
-Master’s degree in mental health
-Mental health licensure or license-eligible
-2 years of work experience as a mental health professional
-Bilingual. Bilingual candidates must pass a language proficiency assessment at an intermediate high to advanced level per CESD guidelines to be eligible for bilingual salary placement
-Reflective Supervisor add-on to anMH-E® or ECMH-E® Endorsement
Salary: The 2025/26 Classified Salary Schedule has yet to be finalized.
Range 23 of the 2024-25 classified salary schedule, Bilingual candidates for eligible languages (Spanish, Russian, Vietnamese, Cantonese, Mandarin, ASL) will be paid per Range 24 of the classified salary schedule. New hires are eligible to come in at up to Step 4 of the classified salary schedule, depending on experience. Range 23: $34.03 - $37.03 per hour. Range 24: $35.67 - $38.90.

Retirement plan contributions:
Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
