POSITION PURPOSE:

The Preschool for All (PFA) Coaching Program Supervisor provides leadership and supervision for MESD’s Preschool for All coaching program, including supervision of Preschool for All Coaches. Oversees professional learning, ensures alignment with Multnomah County’s Preschool & Early Learning Division goals, and manages collaborative relationships with participating school districts, regional partners, and funders. Supports early learning systems-building efforts with a strong equity lens and a commitment to inclusive, high-quality preschool experiences across the region.

ESSENTIAL JOB FUNCTIONS:

Supervise and support Preschool for All Coaches in their coaching roles across multiple school districts.
Lead the design, implementation, and continuous improvement of the Preschool for All coaching model in alignment with best practices in early learning and instructional leadership.
Serve as the primary liaison to Multnomah County’s Preschool & Early Learning Division, supporting alignment between county-wide Preschool for All implementation goals and MESD services.
Collaborate with school district administrators, principals, and instructional teams to ensure coaching services meet district needs and are responsive to local contexts.
Oversee program-level planning, evaluation, and reporting; ensure coaching outcomes are measured and shared with stakeholders.
Design and facilitate professional development aligned with culturally affirming and inclusive practices in early childhood education.
Lead cross-agency initiatives that support inclusive, high-quality preschool programming with a focus on equity, early literacy, and family engagement.
Center equity by identifying and addressing systemic barriers that impact historically underserved populations and by supporting culturally responsive coaching and instructional practices.
Contribute to county-wide coordination of Preschool for All professional learning in partnership with Child Care Resource & Referral, community-based organizations, and other ESDs.
Develop and manage budgets, staffing assignments, and program compliance in accordance with MESD policies and Preschool for All funding requirements.
Maintain regular and timely attendance.
Identify and pursue opportunities for grants or partnerships that advance early learning equity and innovation.

Represent MESD on regional and state committees or initiatives related to early learning or Preschool for All implementation.
Contribute to department and agency-wide planning and strategic efforts, including annual goal-setting and program evaluation.

MINIMUM QUALIFICATIONS, SKILLS, ABILITIES:

Proven leadership in early learning program implementation, coaching, or instructional leadership.
Demonstrated ability to supervise and support professional staff in a collaborative, equity-centered environment.
Extensive knowledge of early childhood education, inclusive practices, culturally responsive pedagogy, and multilingual learner supports.
Experience managing partnerships with school districts, public agencies, or nonprofit organizations.
Strong interpersonal and communication skills with the ability to engage diverse stakeholders effectively.
Knowledge of Preschool for All initiative goals and Oregon’s early learning standards, policies, and funding structures.
Demonstrated success using data and feedback for continuous program improvement.
Ability to manage multiple priorities, meet deadlines, and lead initiatives with a high degree of independence.

PREFERRED QUALIFICATIONS, SKILLS, ABILITIES:

Administrative license or eligible for licensure in Oregon.
Experience supervising instructional coaches or managing coaching systems.
Familiarity with the structure and goals of Multnomah County’s Preschool for All initiative.
Lived experience or professional background reflecting the diverse populations served.
Bilingual or multilingual abilities strongly preferred.
MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS:

Master’s degree in Educational Leadership, Early Childhood Education, or a related field.
Minimum five years of experience in early childhood or K-3 educational leadership, including supervisory experience.
Experience with district partnerships, professional development design, and/or cross-agency collaboration.
Any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job

WORKING CONDITIONS:

Work is performed in school, office, and remote environments with regular regional travel. Must be able to sit or stand for long periods, use standard office technology, and engage in frequent communication. Occasional evening or weekend meetings may be required.
