Location: Three Rivers School District Office

Days/Hours per Year: Full time, 260 days

Compensation: $97,177.60 - $124,300.80 annually

Business Manager – Job Description

Classification: Supervisory/Exempt

Reports To: Superintendent

Supervises: Business Services Staff (Accounting, Payroll, AP/AR), and may include contracted service providers

JOB SUMMARY

The Business Manager is responsible for planning, directing, and overseeing all fiscal operations of the school district. This position leads the district’s accounting, budget development, forecasting, payroll, purchasing, risk management, investments, grants management, and state and federal reporting.

The Business Manager provides strategic financial guidance and high-level analysis to the Superintendent, School Board, administrators, and departments. This role ensures compliance with Oregon budget law, governmental accounting standards, and all applicable district policies while promoting transparency, fiscal responsibility, and stewardship of public resources.

The Business Manager is a key member of the Superintendent’s Leadership Team and contributes to districtwide strategic planning.

ESSENTIAL DUTIES & RESPONSIBILITIES

Financial Leadership & Budget Management

Develop and manage the annual district budget.
Support building administrators and departments with budget oversight.
Prepare monthly, quarterly, and annual financial reports.
Provide long-term financial analysis and modeling.
Accounting & Financial Operations

Direct all accounting functions.
Ensure GAAP and GASB compliance.
Oversee cash management, investments, and debt service.
Maintain internal fiscal controls.
Payroll & Employee Benefits Administration

Oversee payroll processing and compliance.
Coordinate OEBB and PERS benefits reporting.
Maintain employee payroll records.
Audit, Compliance & Reporting

Lead external audit preparation.
Submit required state, federal, and ODE reports.
Ensure policy and legal compliance.
Purchasing, Contracts & Risk Management

Oversee all purchasing, procurement, and bidding.
Issue RFPs, review bids, and manage contracts.
Manage district insurance, liability, and property coverage.
Grants & Categorical Program Oversight

Monitor grant budgets and reimbursement requests.
Support state and federal grant applications.
Operational Leadership (as assigned)

Facilities, capital planning
Transportation
Nutrition services
Custodial and contracted services
Leadership & Collaboration

Report to and evaluated by Superintendent.
Collaborate with other District Office departments.
Support Board and Superintendent goals, mission, and vision.
Support collective bargaining with financial analysis.
Attend board, budget, and negotiation meetings.
MINIMUM QUALIFICATIONS

Bachelor’s degree in Accounting, Finance, Business, or related field.
CPA, SFO, or OASBO training preferred.
3+ years of financial management experience.
Public sector or school district experience preferred.
Strong communication and analytical skills.
Ability to manage confidential information.
WORKING CONDITIONS

Office environment with frequent computer use.
Occasional lifting up to 25–50 pounds.
Travel may be required between district sites.
Annual evaluation by Superintendent.
