Business Manager - Glendale School District
Glendale School District is accepting applications for a Business Manager to begin immediately. This position will also oversee the food service program.
PURPOSE:
The Business Manager reports directly to the Superintendent and is responsible for developing, implementing and maintaining accounting, payroll, budget development and control, purchasing and related records management, financial tracking, reporting and forecasting revenue and expenditures and financial data processing operations for the district. The Business Manager is also responsible for all funds covered in the adopted budget, and all other funds, grants and monies, and serves as District’s Budget Officer, Deputy Clerk and custodian of funds. This position also oversees the food service program.
EMPLOYMENT REWARDS:
• Competitive salary: $83,000 - $85,000 per year
• 240 days per year
• An alternative schedule may be approved for employees working four days per week at ten (10) hours per day, with total annual days adjusted accordingly.

DUTIES: This not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
• Oversees the district’s food service program, including assisting with menu development that promotes student health and nutrition, and ensures compliance with all local, state, and federal regulations.
• Supervises, trains, and evaluates food service staff to maintain high standards of sanitation, safety, and efficiency across all kitchens and cafeterias.
• Manages purchasing and inventory operations, including food, supplies, and equipment; prepares bids and specifications; and ensures all equipment remains in safe working condition.
• Maintains accurate and confidential records, including meal counts, free and reduced meal applications, requisitions, and purchase documentation.
• Maintains accurate and confidential personnel files.
• Responsible for compiling and submission of data for district reporting required by the Oregon Department of Education. Research and investigate status of any reports required from district.
• Supervises the fiscal operations of the school district using standard accounting and bookkeeping principles and procedures in accordance with Board polices, rules and regulations, and applicable laws.
• Assists the Superintendent in preparing annual budget requests for school district operations to maintain and improve educational opportunities and all necessary support and operations.
• Supervise the budget development process and assures the District’s compliance with all rules, regulations, and laws governing the process.
• Supervise the investment of district funds according to Oregon State laws. Provides leadership in long-range financial planning to include development of local tax initiatives and strategies.
• Organizes and maintains a system for accurate and complete record-keeping and reporting for all financial records as required by law.
• Oversee all school district purchasing, banking activities, bussing services, payroll and employee benefits programs.
• Prepare employee cost analysis for negotiations, maintain confidentiality of payroll information, prepare personnel budgeting (salaries and associated payroll costs).
• Prepare all payroll activities including payroll, payroll benefits and deductions, payroll cost distributions and leave accrual. Transmit tax and other liability payments
• Prepare and file required Oregon Department of Education reports
• Assist in preparation of annual audit work papers for external auditors, including supporting analyses and schedules. Assist external auditors by researching questions, resolving issues, creating reports, and responding to auditor findings
• Monitor revenues and expenditures for budgetary compliance. Analyze significant budget activity fluctuations and all financial activity and financial statements for comparability and reasonableness
• Serve as Deputy Clerk and under the supervision of the Superintendent, organizes and establishes the budget process, including the budget calendar. Serves as Budget Officer.
• Maintain appropriate levels of insurance to protect school district property and potential liabilities.
• Continue to acquire professional knowledge and learn of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research.
• Supervise the purchasing of all capital assets, confirming Oregon procurement laws are followed.
• Attend monthly school board meetings.
• Represent the school district as necessary in off-site meetings, associations, etc.
• Other duties as assigned by Superintendent.
QUALIFICATIONS
• Experience in accounting procedures and budget oversight of school or public municipal financial operations or equivalent experience.
• Experience with computerized financial management systems.
• Experience in monitoring federal grants and/or special projects.
• Certificates as determined by the district including a valid Oregon Driver’s license and ability to obtain a valid CPR/First Aid card.
