JOB SUMMARY:
The Student Services Director provides leadership and strategic oversight for all special education and 504 related programs and services while ensuring compliance with federal and state regulations as well as District policy and Collective Bargaining Agreements. This position is responsible for advancing equitable student outcomes, advocating tirelessly for student inclusion, and helping foster collaborative and inclusive access to education for all students. The Director must be able to effectively collaborate with building administrators and district leadership to apply an equity lens and data driven decision making that advances Three Rivers School District’s vision and goals. The Director will provide professional development, novice educator mentorship and help foster growth among staff. This position is also responsible for building a positive climate and culture that accepts and welcomes ALL students, staff and community members. Using leadership skills they will provide evaluation support of special education staff, provide assistance and support on the IEP/504 process and ensure the strategic operations of the Student Services Department are met. Day to day operations include supporting district equity work, student discipline, restorative justice practices, mental health teams and other items requested by leadership. The Director must be able to use independent judgment and decision-making in matters not having established rules, regulations or policies.
REQUIRED QUALIFICATIONS:
A valid State of Oregon Administrative License, appropriate for the position, issued by TSPC.
A Master’s degree with preferred emphasis in education.
Previous, successful experience in K-12 Public Education.
Ability to follow oral and written instructions.
The ability to effectively work, support and communicate with students, parents and school personnel from diverse cultures and backgrounds.
Ability to work harmoniously with others.
Proficient oral and written communication skills.
Proficient in the use of computer and Internet based application systems.
Ability to learn new automated systems as they are brought online by the District.
Ability and experience working and leading Professional Learning Communities (PLC).
Ability to effectively oversee all 504 and Special Education services, district wide.
Ability to effectively oversee and implement district wide mental health services and supervise mental health coordinators.
Assist with all communicable disease management plans and oversee and supervise district wide nursing and occupational therapy services and staff.
Effectively serve as the Civil Rights Coordinator for the district and assist with investigations.
Ability to serve as the Equity Coordinator for the district.
Effectively process all special education and 504 related complaints.
Lead staff development and serve as a mentor for staff.
Facilitate student disciple and lead the restorative justice implementation district wide.
Act as a liaison for community partners.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Cultivate and model a respectful working and learning environment.
Annually pass the District’s required online training, CPR/First Aid, and other training provided by the District.
Maintain current licenses and certifications required for the position.
Follow and maintain knowledge of all applicable District policies and procedures; follow and maintain knowledge of all current state and federal laws or administrative rules pertaining to public education.
Build relationships.
Lead and promote educational equity based on the principle that each student receives what is required for them to achieve success with regard to allocation of resources, opportunity, treatment and access.
Develop and implement an annual school improvement plan and equity plan that supports the values and strategic goals of the District.
Lead the staff in developing and adapting courses of study and school programs to achieve the goals of the District, school, and State curriculum requirements.
Lead teacher participation in discussions and deliberations regarding instruction, staff development, budget and other programs.
Lead constructive and professionally sound instructional research by teachers in the use of new methods, materials and content.
Provide guidance and support.
Follow all District and applicable laws in regards to hiring.
Maintain open and effective lines of communication with students, parents, staff and community members.
Take appropriate actions to ensure student/staff safety and to protect citizens and their property.
Prepare and submit the budgetary requests and monitor expenditures of funds.
Lead the recruiting, screening, training, assigning and evaluation of all school personnel under their supervision. This shall include recommendation as to initial employment as well as continued employment or dismissal.
Provide for the development of new staff as well as evaluation of all staff.
Demonstrate effective conflict resolution skills.
Participates in District provided professional development.
May be asked to serve on District committees.
Attends work regularly and is punctual.
Organizes and attends staff meetings.
Student Services Director: The Student Services Director must have knowledge of special education law and special education compliance and forms; be experienced in the Early Childhood Special Education process; assists in the transition and transfer processes (particularly for the 18-21 age group); be knowledgeable about all disability categories with special emphasis on emotional disturbance, learning disabilities and autism; experience developing functional behavior plans, behavior intervention plans and special education curriculum is crucial. The Student Services Director will assist special education teachers in all areas of special education instruction and compliance; evaluate special education staff; consult with principals and other administrators; and speak at staff meetings. This position will work collaboratively with the central office team, act as a district representative at IEP meetings and develop information on special projects. This position will also provide district level support on equity work, student discipline and restorative justice practices.
