This position is located within the Office of Teaching, Learning, and Assessment (OTLA) of the Department of Education. The work of the Assessment team within OTLA impacts nearly every student, thereby affecting every school, program, school district and Education Service District (ESD) in the state. Statewide assessments are taken by all Oregon students and test administration and coordination requirements are set for all school districts. These assessments meet state testing requirements for school accountability, student graduation requirements, and state and federal assessment requirements. Student data from the tests are confidential and the test items are highly secure.
We are recruiting for one full time, permanent Education Specialist 2. This position is located in Salem, Oregon, and is classified and represented by Service Employees International Union (SEIU).
The Science Assessment Specialist leads research and development for statewide assessment in science. Develop and implement assessment procedures, oversee secure assessment development and statewide implementation for science and helping to maintain test security for assessments. Provide technical assistance relating to assessment within ODE, and work with district, state, and national organizations to coordinate test administration of assessments, as well as interpretation and use of science assessment results.
Duties include:
Design and publish/post interpretive materials, including test specifications, blueprints, and sample items, and assist in the development of technical reports, and professional learning materials for science.
Design field test rotations of items for operational and practice online administration.
Oversee and maintain ODE's secure storage and archival procedure for all science secure test items and stimuli.
Coordinate and collaborate with the Psychometrics Team to maintain technical documentation that ensures adherence to federal and state policy and procedures (i.e Peer Review).
Provide resources for formative assessment practices in Science and applications of assessment for learning.

To qualify for the position you must have:
Master's degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.
We look for candidates who possess:
Experience analyzing and communicating about state and federal law.
Basic knowledge of practices, principles, methods and technical aspects in science assessment.
Experience with achievement standards, curriculum materials, standards and frameworks for science; statistical data analysis current research methods in educational topics; and technical report writing techniques and practices.
Knowledge of science standards and instruction.
Familiarity with The Standards for Educational and Psychological Testing is desired.

Salary Note: The salary range listed on this job announcement reflects the base salary. Effective November 1, 2016 Public Employee Retirement System (PERS) eligible SEIU represented employees will have a 6.95 percent pay option to increase base by 6.95 percent. Upon PERS eligibility, SEIU employees pay the 6 percent employee contribution to PERS.
