Superintendent Opening – North Central Education Service District
The Position
North Central ESD is seeking a part-time (0.4 FTE) Superintendent to lead our frontier, rural organization in serving six districts spread across three counties. This leader will have the skillset to support the work of staff within component districts, bring together a diverse group of leadership spread across a variety of small districts, focus regional resources based on evolving needs within the area, champion all students within the region, and work as liaison between the Oregon Department of Education and small school districts.
Our Mission
The mission of education service districts in Oregon is to assist school districts and the Oregon Department of Education in achieving Oregon's educational goals by providing equitable, high quality, cost-effective and locally responsive educational services at a regional level. The North Central ESD serves the school districts within Gilliam, Sherman, and Wheeler Counties including distance learning options sponsored by the ESD and schools. North Central ESD provides numerous support services though the resolution process for these six districts in a 3,700-square mile region.
North Central Education Service District
North Central ESD serves six school districts totaling approximately 1,400 students spread across the 3,700 miles making up Gilliam, Sherman, and Wheeler Counties. NCESD has a seven-member board elected from zones across the region, and employs approximately 24 people.
North Central ESD meets the challenge of its mission by providing services to its constituent districts. The ESD provides four resolution services per ORS 334.175(2) – Special Education services, Technology services, Administrative and Support services, and School Improvement services as well as additional services. Additional resolutions include EI/ECSE, Library Services, Legislative Services, and Instructional Support Services.
North Central ESD also holds contracts for Oregon Pre-Kindergarten services, Early Intervention/Early Childhood Special Education (subcontract with High Desert ESD), Healthy Families, GOBHI services, technology support contracts with counties, and Business Services contracts for school districts.
The Area
North Central ESD encompasses 3,700 square miles bordering the Columbia River to the north, the high desert of central Oregon to the south, the eastern foothills of the Cascades to the west, and the rugged Blue Mountains to the east! Spread across this varied landscape are six districts serving approximately 1,400 students. Two of the districts serve online charter students spread across the state. Farming, ranching, alternative energy, and natural resources are the backbone of the region. Partnerships with Columbia Gorge Community College, Central Oregon Community College, and Eastern Oregon University provide opportunities for our students.
Compensation/Start Date
Compensation for this position depends upon experience. North Central ESD does “pick up” the employee’s 6% PERS contribution. The successful applicant will be available July 1, 2017, and hold (or be able to attain) administrative credentials from Oregon Teacher Standards and Practices Commission.
