Description 
Position Summary: The Senior Bond Accountant is primarily responsible for complex accounting, financial reporting and compliance reporting for capital bond expenditures and associated bond capital projects and investments. This position applies a broad understanding of accounting principles to perform a variety of accounting functions, such as reconciliations, preparation of required reports, budgeting and forecasting for capital projects, monitoring financial information for compliance with bond disbursement requirements, and communication of information to internal departments. The Senior Bond Accountant reports to the Executive Director of Project Management and supports the work of the department as well as that of the LOSD Business Services Department.

Essential Job Functions
1. Analyze general ledger accounts relating to capital projects and capital bond fund activity.  Reconcile project activities between the accounting modules of eBuilder or similar construction management software and district financial software, Tyler Ivisions.  Review coding of invoices and requisitions to ensure appropriate assignment to projects and account codes. Assist in monitoring and reporting bond fund investment balances and activity, including reconciliations to subsidiary records.  Prepare journal entries.
 
2. Review, analyze and monitor monthly budget to actual reports.  Provide analysis and interpret results for departmental planning and decision making.  Monitor multiple projects status to identify potential issues/concerns and notify stakeholders in a timely manner.  Offer guidance on problem resolution.  Work with Project Management Department to prepare projects and contingency budgets.
 
3. In coordination with the Business Services Department provide and implement procedures and systems necessary to maintain proper bond fund accounting records and adequate accounting controls and services.  Assist in researching, preparing and maintaining subsidiary accounting records as needed. 
 
4. Assist with the preparations for the annual financial audit and the preparation of necessary bond fund financial reports, including related bond investments:  Prepare work papers, financial reports, notes, schedules and analysis necessary for the annual audit.  Assist in maintaining the fixed asset accounting system according to capitalization policy.  Prepare fixed asset reports related to bond related projects.
 
5. Monitor bond fund account activities for bond compliance.
 
6. Develop positive working relationships with project directors, accounting staff and other departments related to assigned work.  Respond to inquiries and provide high level of customer service. Provide technical information and support to project directors, other accounting personnel, department management and staff regarding accounting requirements. 
 
7. Maintains extensive knowledge of Generally Accepted Accounting Principles (GAAP), federal regulations, state laws and District policies and procedures. Assist Business Services Department in implementing GASB statements relating to bonds and capital assets.
 
8. Perform other accounting related functions as assigned.

Minimum Qualifications
1. Bachelor's Degree in Accounting, Finance, Business Administration or related field OR equivalent experience performing the duties described above.

2. At least 7 years of general accounting experience. This should include processing complex financial transactions, recordkeeping and preparation of monthly, quarterly and annual reports.  Applicable experience should include working knowledge of federal and state rules/regulations related to areas of responsibilities, including state procurement laws and rules.

3. Knowledge of principles and practices of governmental accounting.  Skill in researching, analyzing and evaluating complex financial data.

4. Ability to communicate complex information clearly and concisely, both orally and in writing.

5. Ability to analyze, interpret, and audit data for accuracy and accountability.

6. Excellent interpersonal skills, ability to provide a high level of customer satisfaction and establish and maintain effective interdepartmental communications and relationships.

7. Strong technical skills and experience with various computer applications, including databases, MS Excel, accounting software and MS Word processing. Proficient in use of keyboarding and 10-key is required.

 
8. Able to work effectively in a fast paced, diverse environment with frequent deadlines.

Preferred Qualifications
1. Governmental accounting, capital projects, or bond debt experience.

2. Experience using financial management software such as Ivisions.

3. CPA License in active status.

4. Experience working in a fast-paced organization.

Compensation and Work Year 
Compensation Range for this position is $60,139 to $69,382/yearly based upon applicable experience and qualifications for a 261-day, 8 hour day, and 2017-18 work year. Fringe benefits include district-paid medical, dental, vision, prescription, and life insurance, Certain health benefit elections require employee contribution, but all base health benefit plans are fully district paid. Generous vacation, personal and sick leave benefits also provided.
Lake Oswego School District is a public employer and participates in the Public Employees Retirement System (PERS/OPSRP). The district pays the 6% of employee pre-tax earnings contribution to the PERS Individual Account Program (IAP) under a practice commonly known as PERS Pickup.

Special Requirements:

The person employed for this position must be able to verify identity and employment authorization. The candidate selected for this position must complete a pre-employment record check and be approved by the State Department of Education after having a Fingerprint-Based Criminal History Verification made.  The selected candidate will pay $10-$20 for a set of fingerprints and $59.00 for the verification check.
