The successful candidate will serve as a member of the Superintendent’s cabinet, with an expected start date of July 1, 2018
Salary Range is $129,680 - $144,088
Number of contract days per year = 240 days
Monthly travel and cell phone stipends

PRIMARY FUNCTION:
The Director of Finance and Operations advises the Superintendent on all district business and financial matters, including the impact of new state and federal legislation, regulations and requirements. The Director of Finance and Operations develops the district’s annual budget and other financial data, obtains data, performs research and develops forecasts as needed. As a member of the District Cabinet, the Director of Finance and Operations assists the Superintendent in the overall direction of the district. This includes the review of and formulation of recommendations for new and revised district policies and administrative regulations. The Director of Finance and Operations supervises and evaluates the operation of the various functions in the Business Department and serves as Deputy Clerk for the district. The Director of Finance and Operations is responsible for managing the contracted services for custodial, food service, transportation and maintenance. This position reports to the superintendent and is a member of the district’s cabinet.

RESPONSIBILITIES:
- Determines the major sources of revenue for the district. i.e. bonds, local revenues, state reimbursements/programs/grants, federal programs and grants, investment income
- Prepares and recommends annually a district budget to the Superintendent for the succeeding school year
- Establishes and maintain accounting procedures which result in monitoring of budgetary expenditures and accurately reflect the district’s financial condition
- Oversees contracted services of the district, including Food Service, Transportation and Custodial Services. Develop specifications for contracted services and monitor contractor performance
- Supervises and directs the District’s accounting department, including payroll, accounts receivable, accounts payable and the accounting supervisor
- Examines and approve all major purchases and contracts. Develop specifications for major purchases. Issue RFP’s and invitations to bid, review bids and make awards. Develop policies
and administrative regulations for district purchasing
- Develops policy and procedures for best practices for District operations
- Provides direction and coordination of the annual district audit
- Oversees and coordinates facilities management and planning for the district. Project future needs for building maintenance and new construction of schools and other structures. Work with
engineers, architects and contractors to obtain appropriate specification, construction schedules, contracted performance and within approved costs
- Assists other personnel for the purpose of supporting them in the completion of their work activities
- Prepares financial reports as required by state and federal agencies having jurisdiction over public school funds
- Completes applications for state and federal funds
- Furnish bonds in such form and amount as shall be determined from time to time by the Board, the cost of which will be assumed by the District
- Monitors and provides information regarding income and expenditures; authorizes investments and executes borrowing
- Serves as a member of each District collective bargaining agreement negotiation team and plays a key role in the negotiations process by providing advice and information regarding the
- District’s financial status and the impact bargaining may have on the District’s financial position
- Assists administrators and supervisors in resolving financial problems
- Provides advice on a wide range of financial matters
- Serves as a liaison with local and federal governmental units
- Maintains professional growth through active membership and participation in professional organizations; maintain current knowledge of new district/state procedures and legislation related to
the position
- Interprets legislative and judicial actions that will impact the District
- Attends regular meetings of the cabinet and serves actively to improve communication, cooperation, and planning with administrators, staff and community
- Confers with principals to determine financial needs for school building budgets
- Responds to questionnaires, surveys, and correspondence from research or professional organizations requesting information on the District’s financial program, and to requests of District
budget offices on matters not clearly covered by regulation, policy, or legislation
- Completes projects in a timely fashion and maintains organization of multiple projects simultaneously
- Maintains consistent and predictable attendance to meet the requirements of the position
- Perform other duties as assigned

MINIMUM QUALIFICATIONS:
Education and/or Experience: License as a CPA or other appropriate license preferred. Bachelor’s degree in Accounting, Business Management or related field. A minimum of 3 years Experience managing business operations for a school district or other agency or similar organization. Maintain a valid Oregon driver’s license.

Skills: Ability to communicate effectively and professionally, both orally and in writing with staff, parents and the public in English. Bilingual (English/Spanish) is preferred, but not required. Ability to work individually and in partnerships with a minimum of direction. Ability to establish and maintain cooperative and effective working relationships with others. Ability to demonstrate interpersonal skills using tact, patience, and courtesy. Strong organizational skills and ability to prioritize. Work well with others from diverse cultures and backgrounds. Ability to solve practical problems and deal with a variety of concrete variables in situations.

Knowledge: Knowledge of state and federal regulations relative to school finance. Knowledge in the areas of facility planning, contract management, risk management, transportation and food service preferred.

WORKING CONDITIONS:
The work environment is a standard office setting and school/classroom combined. While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to walk, sit, use hands for fine manipulation, handle or feel and reach with hands and arms using a keyboard and video display terminal. The employee is frequently required to stand and stoop, kneel, crouch or crawl and climb stairs. The employee must regularly lift and/or move up to 10 pounds and occasionally up to 25 pounds. Frequent travel to district and non-district locations for meetings and activities that may occur during the day, evening, or on weekends. High level contact with district personnel and outside agencies.
