We are currently seeking an Early Warning System Coordinator (Operations & Policy Analyst 4) at the Salem office of the Oregon Department of Education. This is a limited duration (scheduled to end June 30, 2021), full-time position in management service.

What you will do!

As the Early Warning System Coordinator, you implement the early warning system as required by the Student Success Act (HB 3427) that assists students in graduating from high school. You ensure that school districts receive technical assistance to ensure that the school districts understand the goals and objectives of the system.

Tasks can be varied according to the time of year and include:

Technical assistance:

Serve as resource to school districts and other stakeholders relating to the implementation and operations of early warning systems that enable school districts, students, families, educators, school counselors and community organizations to take corrective action to assist student in graduating from high school.
Ensure that meaningful predictive indicators of high school graduation are identified and made available to school districts.
Assist school districts in developing local communications systems among students, families, educators, school counselors and community organizations to assist students in graduating from high school.
Support school districts by ensuring that interventions are identified and developed at school, at home and in the community to meet students’ needs.
Manage contracts to provide technical assistance.
Review and identify existing policies and practices that encourage or create disincentives to students to graduate from high school.
Disseminate information to school districts.
Develop partnerships with national organizations that have expertise in early warning systems.
Ensure that equity and culturally responsive practices are embedded in technical assistance.
Grant Administration and Analysis:

Create accurate, timely and efficient process for implementation of early warning grant cycle (from proposal to close).
Manage funding awards, track payments, review or produce relevant reports and monitor.
Work collaborative with procurement, fiscal and other staff to ensure compliance with grant requirements.
Draft any necessary administrative rules.
Review, assess, and implement work flow processes for efficient and accurate grant management.
Inform / effective communication and collaboration with grantees.
Ensure that equity and culturally responsive practices are embedded in grant process.
Analyze project deliverables and make recommendations (funding and program management) to improve outcomes.

What are we looking for?
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work; OR any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work.

Candidates who are the most competitive will possess the following background, skills and experience:
Experience in research, analysis, evaluation, and development of evidence-based policies and practices.
Excellent writing, speaking, listening, and communication skills.
Knowledge of Oregon’s P-20 education policy issues.
Experience providing advice or technical assistance to stakeholders or public.
Experience managing projects with multiple stakeholders.
Experience working with culturally and individually diverse groups.
Ability to solicit and value diverse viewpoints.
Experience administering grants or contracts.
