The Executive Director provides vision and leadership to plan, develop, and implement Child Development and Family Support Programs, including Head Start and Child Care Resource and Referral. Oversees overall program operations, and provides direct and indirect supervision to division employees. Ensures compliance with all college, federal, state, and local regulations.

Program Overview
Child Development & Family Support (CDFS) is a comprehensive early childhood program, which includes Head Start, Early Head Start, Early Head Start Child Care Partnerships, Maternal Infant Early Childhood Home Visiting (MEICHV), Parents As Teachers, Preschool Promise, Baby Promise, and the Child Care Resource and Referral of Multnomah County. The program is funded by federal, state, county, city, and local partnerships for a total of $30,000,000. There is 300 full and part-time staff, most of the staff are represented by OSEA chapter 603.

We serve 1,199 children and families living within the college service district of east Multnomah County. We have 24 locations for our center-based services, classrooms are within local churches, housing complexes, and public schools and buildings. In addition, we have five locations: administration (Maywood Park), 2 homebased offices, a child care partnerships office, and a warehouse. All locations are within a 15-mile radius. We serve the towns and cities of East Portland, Gresham, Troutdale, Fairview, Wood Village, and Corbett. We have six school districts in our service area, Parkrose, David Douglas, Reynolds, Centennial, Gresham-Barlow, and Corbett. We operate a variety of service models: home-based in both Head Start and Early Head Start and centerbased, which has classes for 3.5 hours 4 days a week, classes for 7 hours (duration) 5 days a week, and classes for 10 hours (full working day) 5 days a week year-round.

Child Care Resource and Referral of Multnomah County (CCRR-MC) – www.ccrr-mc.org
Supports early childhood professionals, providing leadership in the field and by promoting access to high quality child care experiences for all children and families inclusive of every race, ethnicity, language, gender, age, ability, or income level. They provide professional development, training, and consulting services that include business practices, education, and mental health support services. Professional development training is provided in Spanish, Russian, Chinese, Vietnamese, Somali, and English. The CCRR-MC runs five child care networks of early learning providers. Members receive one on one coaching, training, and support funds to enhance their curriculum and environments. Networks are culturally specific, African-American, Latinx, Slavic, and Somali.
