Position Summary
The Director of Human Resources works with the Superintendent to plan, coordinate, and supervise the Human Resources Department's operations. This includes the recruitment, screening, and placement of staff; collective bargaining; systems to support principals and supervisors; contract administration; and professional growth.

Essential Functions
Formulate and implement a program for recruiting, selecting, interviewing and placing licensed and classified employees, including vacancy information, processing applications, verification of qualifications, referrals to appropriate potential hiring supervisors.
Development of all assignments, transfers, dismissals, promotions and employment recommendations for Board of Education action as appropriate.
Create systems and resources for Supervisors and Principals for consistent, district wide practices.
Coordinate staff assignments and transfers. Support supervisors and principals with processes for staff movement.
Coordinate the District's evaluation process for all District classified and licensed employees.
Maintain adequate records of personnel. Support supervisors and principals in their use of technology based tools for observations and evaluations.
Responsible for  the recruitment and placement of licensed, classified, and substitute staff in line with district goals for staffing and strategic plan measureables..
Provide necessary information to the Business Office to ensure staff is properly paid (salaries, wages, and benefits).
Lead and coordinate contract negotiations for both classified and licensed union contracts and facilitate meet and confer conversations with other groups.
Facilitate meetings, participate in labor management meetings,  and administer the District's collective bargaining agreements.
Understand and comply with all state and federal laws and policies related to non-discrimination, Title IX, bias incidents, ADA, and Civil Rights.
Provide necessary processing for issuance and renewal of state certification, and provide information for state and federal reports including licensure, performance and professional growth.
Respond to questionnaires, surveys and correspondence from research or professional organizations requesting information on the District's personnel program and address requests of District personnel on matters not clearly covered by regulation, policy or legislation.
Attend regular meetings of the Superintendent's Cabinet and serve actively to improve the district, including staff quality, communication and planning.
Work as a team with District Office Administrators and Supervisors to meet common goals..
Consult with the administrative staff on all matters directly affecting their duties related to staffing or personnel.
Attend all board meetings as an advisor to the Superintendent unless otherwise requested by the Superintendent.
Assist in all efforts to interpret the educational programs for the District's patrons.
Lead training for administrators and supervisors on evaluations, hiring, discipline and plans of assistance.
Support the Superintendent in overall administrative efforts; communicate district decisions to staff and public; keep the Superintendent informed of pertinent developments and events, and seek their counsel on decisions as necessary.

Minimum Qualifications
Successful completion of criminal history records check, as required by law.
Master's degree or higher in education.
Valid Oregon Professional Administrator License.
Minimum of five (5) years of successful administrative/supervisory experience, or a combination of both preferrably in public education, collective bargaining and contract administration.
Strong oral and written communication skills; bilingual preferred.
Personal skills include negotiating challenging conversations, empathy, problem-solving, and decision-making.
Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

This position is 260 days per year.
Salary: $156,638 - $166,636
