We are seeking a Senior ESSER Research Analyst (Research Analyst 4). This is a full-time role, Limited Duration position expected to end June 30, 2023; however, the position may be extended pending funding approval. Limited duration appointments are benefits eligible. This is a classified role represented by Service Employees International Union (SEIU). Due to the COVID-19 Pandemic, this position will start off fully remote with a possibility of returning to a physical office in the future.
What you will do:
This position is responsible for planning, leading, and managing the development, implementation, and evaluation of major research or complex data analysis projects. This position plans and designs research methods, establishes data quality assurance procedures, and approves research results in support of ODE’s implementation of the Elementary and Secondary School Emergency Relief (ESSER) Fund.
ODE is responsible for the administration and oversight of programs and related funding under the federal America’s Recovery Plan (ARP) Elementary and Secondary School Emergency Relief (ESSER) and Emergency Assistance to Non-Public Schools (EANS) plan. This includes ensuring the effective implementation of ESSER programs and allocation of federal funds; monitoring for compliance with federal law; providing technical assistance to Local Educational Agencies (LEAs), and meeting all federal requirements for private schools that accept federal funds. The Senior ESSER Research Analyst will perform data collection, research, and analysis to monitor ODE’s implementation of the federal pandemic relief programs.
In addition, the Senior ESSER Research Analyst will play a critical role in supporting school districts and other partners around data use and research to improve critical statistics based on research and data and promote educational equity. A day in the life:
Design and carry out rigorous analyses in support of the periodic reporting to the Oregon Department of Education, Oregon legislature, and the federal government regarding the impact of ESSER investments on school outcomes.
Develop, plan, and execute data collections and related state and federal reports pertaining to ESSER including data ownership and project management.
Provide technical assistance to districts, schools, and ESDs submitting and validating data.
Write statistical and narrative summary reports of research findings and articles for publication with audience-appropriate language that explains the significance of trends and content including summary tables, graphs, and charts.

What are we looking for?:
A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.
Desired Attributes:
Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:
Proficiency in Excel, Word, SQL, and with statistical software such as SPSS, Stata, R or similar products.
Experience with both qualitative and quantitative research methodologies and multiple modes of data presentation to communicate to diverse audiences.
Ability to establish effective relationships with a variety of partners and communities representing culturally diverse perspectives.
Demonstrated success in task prioritization, meeting deadlines, and achieving deliverables.
Demonstrated ability to take broad concepts and convert them to guidance and direction.
Applied understanding of state and federal laws.
Experience in oral presentations and presentation software.
Demonstrated community engagement skills and experience in collaborative work across the agency, state government, with school districts, public charter schools, and private schools
