Job Description:
We are seeking an OESO Operations and Policy Analyst (Operations and Policy Analyst 4). This position is in our Office of Enhancing Student Opportunities (OESO), Resource Management & Operations Team with the Oregon Department of Education. This is a limited-duration position scheduled to end June 30, 2023, however they may be extended pending funding.

What you will do!
The OESO Operations and Policy Analyst conduct research and evaluation, recommend and develop systems and policies, and lead statewide project initiatives and/or tasks in an effort to both maintain and improve the overall efficiency and effectiveness of the agency’s special education operations, processes, and/or systems and to ensure a high degree of accountability and stewardship of statewide resources and the programs/service in which those resource support.

This Is What You Need To Qualify
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five (5) years professional-level evaluative, analytical and planning work OR; any combination of experience and education equivalent to eight (8) years of professional-level evaluative, analytical and planning work experience.
Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:
Policy experience during both the short and long legislative sessions
Experience with analysis of statutes, rules and policies and identifying opportunities
Experience managing projects with multiple partners
High level of organizational and implementation skills
Excellent writing, speaking, listening, and communication skills
Additional Information
Employees who are Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS; the salary range noted above reflects base salary only.
