We are seeking a full-time Fiscal Grant Analyst (Fiscal Analyst 2) in the Financial Services Unit of our Office of Finance and Information Technology (OFIT). This position is permanent, full-time, non-exempt/eligible for overtime and represented by the Service Employees International Union (SEIU).

Our Office:

The Financial Services Unit (FSU) provides the grant services for the Oregon Department of Education. The revenue and expenditure streams are complex and include the General Fund, lottery funds, federal funds, and other revenues for dedicated purposes. The Financial Service Unit serves all levels of the agency's grant-in aid-operations and provides controls for the distribution of funds to local education agencies, individuals, and a number of other state agencies and service providers statewide. 

What you will do!

As a Fiscal Grant Analyst, you will coordinate with program offices on the status of grants, and to produce reports on overall effectiveness of grants, including amounts made available, amounts expended, and overall impacts achieved. This report is a joint effort between the grants team and program office, and requires effective customer service and communication skills. You will be a key partner in providing technical assistance and consultation to ensure all applicable state and federal rules are followed.

You will research, analyze, and implement federal and state fiscal rules and regulations and provide recommendations to promote grant compliance

You will participate in internal and external reporting and audit requirements with state and federal auditors and comply with established accounting procedures

You will engage in general office interactions such as: meetings, email and phone communication with team members and internal customers

You will work in conjunction with Budget Services provide information used to forecast federal revenue and costs and for program staff and managers, prepare grant budget to actual reports for analysis and discussion

You will compile and analyze project, grant, and financial data and develop, monitor, and review complex financial calculations and reports.

You will provide customer service to ODE Assistant Superintendents, Directors, Grant Manager and program support staff to discuss grant progress and develop strong working relationships by working collaboratively to resolve problems or issues in an effort to strengthen work performance

What are we looking for?

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.

OR

five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.

OR

successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

Note:

A Bachelor's Degree in Business, Public or Nonprofit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience.

A graduate-level degree in any of the above areas may substitute for four of the five years.

Excellent customer service skills

Knowledge of grant development and operating databases and develop complex report using database tools

Ability to communicate effectively, both orally and in writing

Ability to develop complex reports and analysis

Excellent attention to detail

Strong time management/organization skills with ability to multi-task

Must have knowledge of GAAP, FASB, and GASB principles

Federal, state, and local financial regulations, rules, and guidelines as it relates to public agencies

Experience and knowledge of grant development and management principles

Leadership practices, conflict resolution, and mentoring principles experience

Ability to think critically and solve problems

Knowledge and experience of accounting, finance, legal, and forecasting processes as it relates to public agencies and general business, finance, accounting, and governmental funding principles
