We are seeking an Early Literacy Program Coordinator (Program Analyst 4 ) to join our Office of Teaching, Learning, and Assessment at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU).

This role is designated as hybrid and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

Oregon's Early Literacy Framework is intended to strengthen belonging and literacy teaching in all elementary classrooms. Its goal is to ensure that every child is proficient in reading and writing in one or more languages by time they finish elementary school. The framework is designed to be a primary resource for district and school leaders. It consists of eight sections that work together to support culturally sensitive teaching and the use of effective reading science to ensure children's literacy and biliteracy development.

What you will do!

This position is responsible for working with agency leadership to implement the Early Literacy Program created through HB 3198 (2023), which is part of the Governor’s Early Literacy Success Initiative. This position provides training and implements robust supports for Early Literacy Success School Grant recipients, and oversees efforts to establish state policy and direction for the Early Literacy Program, including administration and implementation of federal and state policy.

This position will also help to support and collaborate with the Office of Indian Education and the Office of Equity, Diversity and Inclusion to support the community grant component of HB 3198. Implementation of the Governor’s Early Literacy Policy and implementation of HB 3198 (2023) will also require collaboration with the Office of Education Innovation and Improvement to fully integrate the Early Literacy Success Grants within Integrated Guidance and partnership with the Office of Enhancing Student Opportunity in the shared design for supporting students with dyslexia and students with disabilities.

Typical Duties Include:

Developing and recommending program and policy changes pertaining to the Early Literacy Program and related grants created under the Governor’s Early Literacy Success Initiative that benefit the state, partner agencies and program recipients.

Managing system development for the Early Literacy Program and the related Early Literacy Success School Grant Program to expand program services

Working collaboratively with members of the Early Literacy Team, other ODE staff members, and partner agencies and organizations to support continued collaboration between LEAs, ODE, and education partners to implement the Early Literacy Success School Grant Program.

What you need to qualify

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program

OR

Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.

Expertise in Literacy and implementation of Literacy initiatives K-12 and integration of Literacy concepts and learning into all education environments.

Demonstrated knowledge of federal and state grant administration, Oregon Administrative Rule processes and development, budget and agency operations.

Experience with state-wide implementation of education projects or initiatives including those led by a state agency or the Governor’s office.

Knowledge of federal and state general fiscal accountability practices and monitoring.

Experience providing advice or technical assistance to school districts, tribes, community groups or public.

Ability to establish effective relationships with a variety of partners and community groups representing diverse perspectives and lived experiences

Ability to multitask and work in a fast paced environment

Ability to take broad concepts and convert them to guidance and direction
