We are seeking a Migrant Education Specialist (Education Program Specialist 2) to join our Office of Teaching, Learning, and Assessment at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU).

This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

What you will do!

The primary purpose of this position is to expand the agency's ability to support students who are receiving linguistic, academic and graduation services under the migrant education program. A core function of this position will be to ensure the agency and migrant programs are calibrated in understanding and advancing evidence-based, culturally and linguistically responsive approaches to supporting graduation among migrant students.

As ODE’s Migrant Education Specialist you will:

Lead the development of a statewide plan and program for strengthening graduation services under Title I-C

Provide evidence-based professional learning, coaching, and technical assistance to a statewide network of migrant education program graduation specialists

Coordinate with ODE’s Title I-C Education Specialist to administer the Title I-C Migrant Education grant program, including monitoring and evaluating regional migrant education programs and providing technical assistance supporting regional migrant education programs’ provision of migrant services under Title I-C

Provide technical support and training to educators and administrators to ensure that district curricula and linguistic services lead to migrant students’ ability to graduate with an Oregon standard diploma

What you need to qualify

Master's degree in Education or related field from an accredited college or university and five years of education experience as a classroom teacher, counselor, or itinerant service provider. Two years of which includes leadership experience as a lead teacher, program coordinator, director, or school administrator.

A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.

An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

Experience providing advice or technical assistance to school districts, Tribes, community groups or public

Expertise in high school graduation interventions and strategies for culturally and linguistically diverse communities

Knowledge of local, state, and federal programs related to migrant education

Knowledge of state and federal grant administration and program evaluation practices

Knowledge of state policy context for high school graduation, diploma requirements and postsecondary pathways

Ability to establish effective relationships with a variety of education and community partners representing diverse perspectives

Demonstrated ability for project management focused on systems level organizational change

Strong verbal and written communication, facilitation, and collaboration skills in English and preferably Spanish
