About the program:
Head Start is built upon the understanding that child and family development takes place in a community and effective programs build upon and link families with community resources. For this reason, Head Start to Success is designed to link with schools, social service agencies, health services and childcare services. In this way, Head Start to Success achieves the Head Start mission of supporting families in preparing their children for kindergarten success. Enrolled children receive a quality preschool experience in their own community and the family is supported through home visits and offered comprehensive education, nutrition, health and social services. The program’s funding comes from the state of Oregon and follows all of the Federal Head Start guidelines and standards.

About this position:
The Program Supervisor will serve as a member of the Head Start to Success management team and will have responsibility for supervision of assigned staff. The Program Supervisor will also provide site management and will assume responsibility for ensuring the implementation of Head Start Performance Standards across a range of programmatic areas, including health, safety, and child nutrition.

Essential functions:
-Supervises and evaluates the performance of assigned program staff
-Oversees the implementation of appropriate health and safety practices across sites
-Collaborates with district and community partners to implement the child nutrition program across sites
-Ensures that individual student health plans are in place and that staff are trained to implement them effectively
-Promotes equitable and culturally responsive practices within the program
-Contributes to the development of the program budget and preparation of annual reports
-Manages expenditures within the adopted budget
-Participates in assigned committees and work groups
-Assures internal program practices and procedures comply with District collective bargaining agreements
-Coordinates and participates in the recruitment, selection, and assignment of program personnel, and gives recommendations of hire to the Assistant Director
-Develops and maintains positive working relationships with staff, parents, local school districts, and community partner agencies in the best interest of the program
-Supervises the maintenance of accurate records including student education files, applicable personnel documents, and fiscal records
-Informs Assistant Director of issues that may impact the program, ESD, or local school districts
-Participates in the Head Start to Success Management Team and Early Learning Department Leadership Team and contributes to program, departmental, and agency mission, vision, and values
-Participates in organization wide Leadership events and contributes to building a positive, equitable and inclusive work environment for all employees at the ESD

Minimum qualifications:
-Bachelor’s degree in Early Childhood Development, Early Intervention/Early Childhood Special Education, Special Education, Elementary Education, or a related field
-Five years of experience working in a Head Start or other preschool program
-Two years of supervisory experience in a Head Start or preschool program
-Knowledge of Head Start Performance Standards, the Head Start Parent, Family, and Community Engagement Framework, and the Head Start Learning Outcomes Framework
-Knowledge of best practices related to culturally responsive family engagement
-Ability to facilitate groups in meetings and workshop settings
-Demonstrated ability to effectively delegate roles and responsibilities to subordinates
-Ability to work collaboratively with a management team
-Registered with, or ability to successfully be enrolled in, the Central Background Registry (CBR)
-Ability to acquire and maintain a valid first aid and CPR card
-Written and oral communication skills sufficient to perform essential functions
-Physical and mental attributes sufficient to perform the essential functions

Preferred qualifications:
-Master’s Degree in Early Childhood Development, Early Intervention/Early Childhood Special Education, Special Education, Elementary Education, or a related field
-Bilingual English/Spanish
-Valid driver’s license
-Reliable vehicle
-Familiarity with community, state, and federal health care resources.
-Experience working in a richly diverse school community and environment
-Familiarity with Child Plus

Salary: Range 7 of the meet and confer salary schedule: $90,440 - $100,017 depending on experience. 2025-26 School year is still to be determined.

Retirement plan contributions:
Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
