SALARY RANGE: $89,900 - $102,177 per year (depending on relevant verifiable experience)
JOB SUMMARY:
This position performs administrator duties and implements early learning policies, procedures and plans for short- and long-range goals that meet the needs of the South-Central Oregon Early Learning Hub children prenatal through six years old (and children up to 20 years experiencing disabilities) and their families. This person operates within areas of contract administration, fiscal planning, team leadership, and system alignment. This position is responsible for encouraging and facilitating partnerships and networking opportunities for increased involvement of business leaders, community organizations, schools and other partners.

Develop, manage, organize implement and evaluate collaborative agreements with multiple early learning partners. Respond to and effectively resolve inquiries, complaints or problems affecting services or outcomes of service delivery.
Prepare and administer comprehensive early learning budget. Monitor fiscal expenditures and revenues to assure compliance with funding auditing and monitoring sources. Prepare and distribute reports and statistical information as required.
Explore alternative funding sources and apply for appropriate funding grants. Properly execute any awards to enhance the early learning efforts across the region in a collaborative manner.
Implement early learning system design recommendations including Kindergarten Readiness Partnership and Innovation, Preschool Promise, and Coordinated Enrollment.
Collaborate with Child Care Resource and Referral Director to plan and implement coordinated support for the Preschool Promise locations and regional childcare providers.
Develop state relations including work with South Central Early Learning Hub leadership, leaders, state level early learning leaders, and legislative delegations responding to questions and addressing legislative priorities.
Promote community awareness and interest in and support of the early learning system; maintain cooperative working relations and facilitate networking with various community agencies and organizations. Serve as a liaison between the community and early learning and coordinate media releases in coordination with the Douglas ESD Communications Teams.
Lead, coordinate and prioritize work activities of support staff; help as needed and determine best solution when problems arise. Train staff effectively and ensure compliance with standards. Assume responsibility for work performed within department.
Work collaboratively with other ESD Administrators and programs, school districts and early learning providers to build common understanding of needs and resources to support at risk children ages 0-6.
Ability to work a flexible schedule and travel to and from school locations in the Douglas ESD service area and may be required to travel on overnight assignments.

QUALIFICATIONS:
Minimum of a Bachelor's degree preferred or equivalent demonstrated experience performing comparable responsibilities in early learning or related programs.
Experience should include implementation of policies and strategic plans, contract and fiscal management, grant operations, team leadership, and coordination of multi-stakeholder projects.
Familiarity with early learning systems and experience engaging with local, county, and state leaders is preferred.
