The Office of Student Services (OSS) is responsible to ensure the free appropriate public education for all children with disabilities in Oregon, birth through age 21, and assures that the education of these children is a vital element of Education Reform activities. The Office maintains educational services to students who are incarcerated in local, regional, and state correctional facilities. The Office maintains and directs the Oregon School for the Deaf (OSD). This Office provides technical assistance to school districts and regional programs; leads in program development and improvement of services; works cooperatively with educators and parents to improve the achievement of students with diverse learning needs; contracts for provision of state operated programs and services locally; monitors districts for compliance with state and federal law; and monitors educational services for children and youth with disabilities.
The Office of Student Services functions internally with seven significant work centers: System Performance Improvement, System Performance Review, Dispute Resolution, Early Intervention/Early Childhood Special Education, Oregon School for the Deaf, Interagency Educational Services, and Operations. Staff interacts across work center responsibilities and throughout the Department to pursue the mission and goals of the Oregon Department of Education as well as the performance goals of the Office.
We are recruiting for one permanent, full-time Education Program Specialist 2. This position is located in Salem, Oregon, and is classified and represented by Service Employees International Union (SEIU).
This position has primary responsibilities in the following areas:
Facilitates and coordinates all logistics and development associated with the annual statewide public reporting of special education information, referred to as the annual Statewide Special Education Report Card.
Assigned responsibilities for Systems Performance Review and Improvement (SPRI) activities in supporting LEAs and ESDs to achieve federal/state compliance. This position is placed in a County Contact role to support LEAs and ESDs in an assigned county or counties in providing technical assistance related to Special Education Monitoring and Compliance and improved outcomes for students with disabilities. This includes statewide training, consulting, and assistance to districts around program and policy changes at the local level.
SPP/APR (State Performance Plan/Annual Performance Review) Indicator data review and plan writing responsibilities as assigned. He/she collects and analyzes data specific to the assigned indicators. This person meets with the SPP/APR Primary Writing team as needed to review indicator data and the draft written report to be submitted to the Office of Special Education Programs (OSEP).
Coordinates the Accessible Instructional Materials program (AIM), and is the ODE liaison to the Oregon Technology Access Program (OTAP).
Coordinates the Speech Language Pathology grant program.
Cross Office Collaborative Team member addressing chronic absenteeism, the State Systemic Improvement Plan (SSIP), assistive technology/augmentative communication/digital learning systems, and Oregon MTSS. This position is assigned responsibilities to participate as a team member in the provision of technical assistance, coaching, professional development and supports to districts, schools, ESDs and other stakeholders regarding the implementation of coherent strategies that comprise the ODE's State Systemic Improvement Plan, and relate directly to the ODE Strategic Plan.
To qualify for this position, you must have a Master's degree in Special Education or related field from an accredited college or university and five years of special education experience (e.g., teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in special education.
A Doctorate in Education or related field from an accredited university may substitute for two years of experience in the field of education, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.
